The accumulation of refuse, trash, garbage, and waste on the premises of private residences, businesses, public and private institutions, vacant lots and in the streets and alleys of the city, constitutes a public menace and nuisance and greatly increases the danger of the spread of infectious, contagious, and epidemic diseases. The regulations in this article are adopted for the purpose of preserving and protecting public health, safety, and general welfare by requiring property owners, tenants, occupants, and lessees to secure and maintain containers and receptacles of sufficient size and material for the deposit of refuse, trash, garbage, and waste for collection and removal at regular intervals. It shall be compulsory for each unit attached to city utilities to pay the curbside pickup charges as provided herein. Units paying for the use of a dumpster or roll-out carts and unoccupied homes, where all residents are in an extended care facility, shall be exempt from the curbside pickup charge.
