The City Council shall appoint or remove the City Secretary.
The person so appointed shall report to and be subject to the supervision
of the City Manager with respect to any discretionary or non-ministerial
functions, and shall perform such functions and duties of a Municipal
Clerk and City Secretary as may be provided by state law, the City
Charter, and this code, together with such other duties assigned by
the mayor and the city manager as are not inconsistent with article
IV, section 5 [article V, section 3] of the City Charter.
