is the charter of the City of Garland, Texas, which was originally
adopted at an election held on October 16, 1951 and subsequently revised
by referendums/elections held November 16, 1957, June 2, 1962, April
5, 1966, April 2, 1977, and April 5, 1980. The charter printed herein
derives from the April 5, 1986 election, which was called by Ordinance
3926 adopted January 7, 1986 and canvassed and declared effective
by Ordinance 3966 adopted April 7, 1986. A history of subsequent charter
amendments can be found in the Charter Comparative Table printed at
the end of this charter. Apart from minor nonsubstantive changes in
style and formatting, the charter is reproduced as it appeared in
the Garland Code of Ordinances. Capitalization, punctuation and grammar
have been retained. Obviously misspelled words have been corrected
without notation. Material enclosed in brackets has been added for
clarification. Amendments to the charter are indicated by a history
note following the amended provision. The absence of a history note
indicates the material is unchanged from the 1986 charter. At an election
held on May 5, 2018, by Ordinance 6991, Proposition A, the charter
was amended to provide for gender neutrality, deletion and/or correction
of obsolete incorrect citations, references, titles of city officials
and correction of typographical errors. These changes were made without
notation where applicable.
