No person shall stop, stand, or park a vehicle within an alley so as to interfere with the free and uninterrupted movement of traffic.

The City Manager is hereby authorized to determine and designate, by proper signs, places not exceeding one hundred (100) feet in length in which the stopping, standing, or parking of vehicles would create a hazardous or congested condition or would cause unusual delay to traffic.
(B)
Where official signs are erected, as authorized by the preceding subsection, no person shall stop, stand, or park a vehicle in any such designated place.

Three-hour parking – Garland Downtown Historic (DH) Sub-District.
When signs are erected or curbs painted giving notice thereof, it shall be unlawful for any person to park any vehicle for more than three consecutive hours, between the hours of 7:00 a.m. and 5:00 p.m. on a business day as that term is defined in section 33.75, on any street or in any on-street designated parking place, including angled parking spaces adjacent to the street, and parallel parking spaces, within the Garland Downtown Historic (DH) Sub-District.

Affirmative defense.
It is an affirmative defense to prosecution under this section that the area in which the vehicle was unlawfully parked was not designated as time-limited parking by signs or curb markings adequate to give a reasonable person notice of the time limitations.

No commercial vehicle shall be parked and left overnight upon any public street or on any public property in the City.
No person shall stop, stand, or park a vehicle in a fire zone. Vehicles found in violation of this section may be summarily impounded and removed at the expense of the owner.

In the case of vehicles stopped, standing, or parked in violation of this Code, it shall be presumed that such vehicle was so stopped, stood, or parked by the owner thereof. Such presumption shall be construed as a rule of evidence, the rebuttal of which may be tendered by legally competent evidence.

A vehicle is unlawfully parked if the vehicle is parked in a manner such that any portion of the vehicle extends more than 102 inches from the face of the immediately adjacent curb, if the street has a curb, or edge of pavement, if the street does not have a curb.

The Chief of Police may at the request of the Director of Streets, as necessary for the construction, repair, or maintenance of streets (including, without limitation, sidewalks and alleys), prohibit or otherwise restrict, for temporary periods, the parking of vehicles along a street or alley within or adjacent to the site of the construction, repair, or maintenance. The City shall provide written notices to the residences on the street segment where parking is prohibited or restricted no less than 10 days before the commencement of the closure. The City shall post signs and provide other reasonable written or posted notices to such effect not less than 48 hours prior to the commencement of the closure. Not less than 12 hours prior to commencement of the closure, the City shall place notice on any vehicle parked on the streets that will be closed. It shall be unlawful for any person to park or leave unattended any vehicle in violation of such signs or notices. A vehicle parked in violation of such temporary parking restrictions imposed under this section may be towed from the restricted area and may be impounded at the City impound lot at the expense of the owner of such vehicle.

(A)
The registered owner of a vehicle commits a civil offense if the registered owner of the vehicle allows, suffers or permits a vehicle to be parked:
(1)
On the roadway side of a vehicle stopped or parked at the edge of a curb of a street;
(2)
On a sidewalk;
(3)
In an intersection;
(4)
On a crosswalk;
(5)
Alongside or opposite a street excavation or obstruction if stopping, standing or parking the vehicle would obstruct traffic;
(6)
In front of a public or private driveway;
(7)
Within 15 feet of a fire hydrant;
(8)
Within 20 feet of a crosswalk at an intersection;
(9)
On a roadway within 30 feet in any direction from an intersection controlled by a flashing signal, stop sign, yield sign, or other traffic-control device;
(10)
Within an alley so as to interfere with the free and interrupted movement of traffic;
(11)
In a fire zone;
(12)
Where signs are erected prohibiting parking;
(13)
In a manner such that any portion of the vehicle extends more than 102 inches from the face of the immediately adjacent curb, if the street has a curb, or edge of pavement, if the street does not have a curb;
(14)
On public property in a marked parking space and not entirely contained within the limits of a single parking space designated by surface markings for that space;
(15)
On a two-way roadway with the right-hand wheels of the vehicle greater than 18 inches of the right-hand curb or edge of the roadway; or
(16)
Unattended on a public street for a period of time in excess of forty-eight hours.
(17)
On public property, other than a roadway, not in a designated parking space.
(18)
On a roadway if the vehicle is unregistered or registration of the vehicle is expired by more than ninety (90) days.
(B)
A person commits a civil offense if the person parks a vehicle:
(1)

Nonapplicability.
Section 33.55 is not applicable to a violation of subsections (A)(2) nor a violation of subsections (B)(2) of this section if the portion of the street adjacent to and adjoining the property lines of the property on which the vehicle is parked is under construction, and the construction necessitates the violation.
