The city council may, by resolution duly adopted, create from time to time an advisory committee (one or more) to give advisory assistance to the city council in the affairs of local government.

An advisory committee shall conduct those duties specified in the resolution creating the committee. The duties of the committee shall be advisory only, and nothing contained in this division shall be deemed as a delegation to a committee by the city council of any of its legislative or other responsibilities to which its members were elected.

A committee created pursuant to this division shall exist from the time of its creation or a time stated in the creating resolution and shall continue for the time period stated in the creating resolution.

A committee created hereunder shall comply with the following organizational criteria:
(1) 
The resolution creating each committee shall establish the number of members on the committee, their qualifications, and any procedures for their appointment. A quorum of a committee shall be a majority of the persons appointed to it.
(2) 
Committee members shall serve at the will and pleasure of the city council, and may be removed with or without cause by the city council. Committee members shall not be deemed to be public officers or officials.
(3) 
The council may appoint a committee chairperson in the creating resolution; otherwise, a committee shall select a chairman from its own number. A committee may provide such other officers as it may deem beneficial to its purposes.

A committee created hereunder shall comply with the following operating procedures:
(1) 
All meetings shall be held in the city hall or other city meeting place.
(2) 
Each committee shall meet as often as required in order to conduct the business of the committee.
(3) 
Once a vote has been taken on any business of the committee, the matter shall not be revisited unless there arises new circumstances or information not previously available for the committee’s consideration.
