There is hereby established a sanitary sewer benefit area, consisting
of the entire city.

The sanitary sewer improvement plan for the city is hereby adopted
as appendix D to this article, and is incorporated by reference herein.
Such plan may be amended from time to time, pursuant to the procedures
therefor contained in chapter 395 of the Texas Local Government Code.

The impact fees per service unit for sanitary sewer facilities
are hereby adopted and incorporated in the fee schedule. Such fees
may be amended from time to time pursuant to the procedures therefor
