It shall be unlawful for any person to operate or cause to be operated any commercial motor vehicle on a public street of the city in such manner as to permit any portion of its cargo, either liquid or solid, to fall out of, spill from, or blow out of such vehicle.

It shall be unlawful for any owner, driver, or person in charge of or in possession of or in current control of any wagon, truck, automobile truck, or other vehicle to cause, allow or permit trash, rocks, dirt, garbage, debris or any other substance to be dropped or fall from such wagon, truck, automobile truck, or other vehicle, upon any street, alley, or other public way within the limits of the city.

(a) 
No person, while operating a motor vehicle on a public street in the city, shall transport dirt, sand, gravel, wood chips or other material capable of blowing or spilling from the vehicle unless such material is completely enclosed on the sides by sideboards or side panels, on the rear by a rear tailgate or board, on the front by a board or panel and the vehicle cab, and on the top of the load by a tarpaulin or other covering firmly secured to the loadbearing portion of the vehicle to prevent materials from blowing or spilling from the vehicle.
(b) 
This section shall not apply to a vehicle or construction equipment moving between construction barricades on a public works project nor to a vehicle while crossing a public street.

No person while riding a bicycle, motorcycle or other wheeled device shall take hold of any other vehicle for the purpose of being carried along or towed by said other vehicle, nor shall the driver of said other vehicle permit the same.

(a) 
Violations by passengers.
No person shall ride upon any portion of a vehicle not designed or intended for the transportation of passengers nor stand in or upon a vehicle while such vehicle is being operated upon a public street or on public or private property.
(b) 
Violations by operator.
No person shall operate a vehicle upon a public street or on public or private property while another person is riding upon any portion of a vehicle not designed or intended for the transportation of passengers or standing in or upon a vehicle.
(c) 
Exceptions.
(1) 
It is an exception to this section that the passenger is seated within a truck body in space intended for the transportation of merchandise.
(2) 
The following persons are exempt from the application of this section: peace officers, firefighters and ambulance attendants while working in their official capacity; employees of city-authorized solid waste collectors while engaged in the collection of solid waste; and persons engaged in work on the surface of a roadway.

It shall be unlawful for any person or persons to ride, drive, run, propel or direct any traction engine, the surface of whose wheels have cogs on them or are otherwise rough or uneven, on, along, or across any paved street within the city, unless the surfaces of the wheels of such traction engine be so protected and covered as to avoid actual contact with or injury to the surface of such paved street or streets.

(a) 
Prohibition.
It shall be unlawful for any person or persons to drive in a carriage, wagon, automobile, or any other vehicle, upon or over any curb or sidewalk of any street within the city, except as set forth in subsection (b) of this section.
(b) 
Exception.
The provisions of subsection (a) of this section shall not apply to sidewalks or curbs in front of any place or places of business to which ingress and egress are not accessible except upon or over the sidewalk or over the curb, and ingress and egress with such vehicles are necessary in the conduct of said business or businesses, provided that such sidewalk and curb be so constructed and maintained that the same will not be injured by the passing of such vehicles over same, and provided that such sidewalk or sidewalks are not unnecessarily obstructed by any such vehicle.
