(a) 
Office created; assistants authorized.
There is hereby created the office of electrical inspector of the city, within which there may be assistant electrical inspectors.
(b) 
Qualifications.
The person chosen to fill the office of electrical inspector or assistant electrical inspector shall be of good moral character, shall be possessed of such executive ability as is requisite for the performance of his duties, and shall have a thorough knowledge of the standards of materials and duties and methods of construction for safety to persons and property, the statutes of the state relating to electrical work and any orders, rules and regulations issued by authority thereof, and the National Electrical Code, as approved by the National Fire Protection Association.
(c) 
Appointment and salary.
The director of public works shall appoint the electrical inspector and any assistant(s) necessary to aid him in the performance of his duties. The electrical inspector and any assistant(s) shall serve for an indefinite period of time and shall be subordinate to and subject to discharge by the director of public works. The salaries of the electrical inspector and his assistant(s) shall be fixed by the mayor and city council.
(d) 
Prohibited interests.
The electrical inspector and any assistant electrical inspector shall not work for or be connected or associated with any master electrician or electrical supply company or do any electrical work while employed as electrical inspector or assistant.

(a) 
Right of entry.
The electrical inspector is hereby authorized, empowered, and directed to enforce all of the provisions of this article and vested with full authority to enter any building or premises for the purpose of making any tests or inspection of the electrical wiring, appliances, or equipment contained therein. The electrical inspector shall carry a means of identification provided by the city and shall show same upon the request of any person. Nothing contained herein shall be construed as avoiding or attempting to avoid the regulations of probable cause under the law of the state in the case of an occupied residence.
(b) 
Duty to inspect; notice to place work in safe condition; failure to comply.
(1) 
The electrical inspector shall make a thorough inspection of all new electrical work and, where deemed necessary, any existing electrical work. Where such electrical work is found to be in nonconformance to this article, the electrical inspector shall notify the person owning, performing or operating such electrical work to place same in a secure condition.
(2) 
Any person failing, neglecting or refusing to do so within a reasonable time shall be deemed guilty of violation of this article and every day which shall elapse after the expiration of such reasonable time shall be considered a separate offense within the intent and meaning of this article. Where such electrical work is found to be in a dangerous or unsafe condition and where in the opinion of the electrical inspector such condition is hazardous to life or property, the electrical inspector may immediately disconnect or cause to be disconnected any electrical current supplying such dangerous conditions without notice.
(c) 
Power of arrest.
The electrical inspector shall have the power to cause the arrest of any person violating any of the provisions of this article.

Where action is taken by the electrical inspector or his authorized assistant(s) to enforce the provisions of this article, such action shall be on behalf of the city, and the inspector in so acting shall not render himself personally liable for any damage which may accrue to person or property as a result of an action committed in good faith and without malice in the discharge of his duties, and any suit brought against any inspector by reason thereof shall be defended by the city attorney until final determination of the proceedings contained therein.
