(a) 
Permit required.
It shall be unlawful for any person to make any electrical installation or to alter, repair or add to any existing electrical work for the utilization of electricity for light, heat or power in or upon any building or premises within the corporate limits of the city without first securing a permit from the electrical inspector.
(b) 
Exceptions.
No permit shall be required for minor electrical repairs such as the replacing of sockets, receptacles, fuses, drop cords and snap switches or for the installation or alteration of electrical bells, intercoms or other low energy wiring systems.

The electrical inspector shall require plans and specifications of any electrical work and, when he deems it necessary to accomplish the intent of this article, require such plans and specifications to be prepared by an architect or engineer legally registered under the laws of this state regulating the practice of such, and the architect or engineer shall affix his official seal to the plans and specifications or any other accompanying data required by the electrical inspector.

(a) 
When the fee required in section 4.03.124 is paid, when all requirements of this article have been complied with, and when the plans and specifications of the proposed electrical work have been approved, the electrical inspector shall cause the issuance of a permit to the applicant.
(b) 
The permit shall contain the following information:
(1) 
Address of the site where the electrical work is to be performed;
(2) 
Name of the owner of the site;
(3) 
Name of the person or company performing the electrical work;
(4) 
Date of issuance;
(5) 
Signature of the applicant receiving the permit; and
(6) 
Statement of the work to be done.

(a) 
The permit and inspection fees herein provided shall be paid before the issuance of a permit and before any work is started. Where work is commenced before a permit is obtained, the total sum of the permit fee shall be doubled.
(b) 
The permit and inspection fees shall be as set forth in the fee schedule in appendix A of this code.

Electrical permits shall be issued only to city-licensed electricians or those authorized to perform electrical work under section 4.03.082. A permit issued shall be authorization to proceed with the electrical work as approved by the electrical inspector but shall not prevent the inspector from thereafter requiring a correction in plans or in installation which is in violation of this article. Every permit issued shall expire 90 days after the date issued unless the work authorized by the permit has commenced within such time. Every permit shall expire if the work authorized by such permit is suspended or abandoned for as long as 90 days after such work has commenced. In every case where a permit has expired, a new permit shall be obtained before any work is resumed.

Any person who has obtained an electrical permit shall be eligible for a refund of the permit fee, provided that the permit shall be surrendered to the electrical inspector within 30 days of the issuing date and no electrical work has commenced.

There shall be a rough-in inspection and a final inspection on each electrical work performed and it shall be the responsibility of the person performing such electrical work to notify the electrical inspector when the electrical work is ready for a rough-in and final inspection. However, this shall not prevent the electrical inspector from making any number of inspections he deems necessary to assure in any case that the electrical work is in compliance with this article.

Electrical work shall be considered ready for rough-in inspection at such time that all raceways, panel board cabinets, service equipment, outlet boxes, junction boxes, conductors and conductor splices are installed and before any concealment.

Electrical work shall be considered ready for final inspection at such time when all electrical work is completed, connected to a supply of energy and in operation for its intended purpose.

Any person whose electrical work is ready for inspection shall be responsible for notifying the electrical inspector and the inspector shall inspect such electrical work within 24 hours, exclusive of Saturdays, Sundays and holidays, of the time the notice is given.

(a) 
Should any electrical work fail to meet the requirements of this article or if the inspector determines that the electrical work is an unreasonable danger to person or property, he shall affix thereto a red “violation” tag and the red tag shall be a warning that the electrical work does not pass inspection, and that it shall be unlawful to conceal or continue any electrical work until the violation has been corrected.
(b) 
The person performing the electrical work shall pay a re-inspection fee and give notice to the electrical inspector that the violation has been corrected and that the work is ready for re-inspection. If, upon re-inspection, the violation has been satisfactorily corrected, the electrical inspector shall then cause the red violation tag to be removed and a green approval tag to be affixed in its place.

When electrical work has been found to comply with this article and the electrical inspector determines that the electrical work is satisfactory, he shall affix thereto a green “approval” tag and the green tag shall be authorization to proceed and cover any inspected electrical work. However, it shall not relieve the person performing the electrical work of responsibility for any defective work that may have escaped the notice of the electrical inspector.

(a) 
No person, firm or corporation engaged in any type of work at a location where electrical installation is being done shall cause or allow electrical work to be covered unless same bears a green approval tag.
(b) 
It shall be unlawful for any person to remove, destroy, or deface a red or green inspection tag nor shall it be lawful for anyone other than the electrical inspector to affix such red or green inspection tag to any electrical work.
(c) 
The electrical inspector shall have full authority to require any person, firm or corporation to uncover any electrical installation which has been concealed without the knowledge or permission of the electrical inspector.

It shall be unlawful for any electric utility company, without first obtaining a written clearance from the electrical inspector, to furnish current to any new electrical service.
