No person shall place or maintain or cause to be placed or maintained
any plant, tree, object, or vehicle having a height between three
(3) feet above the grade of any street or less than eight (8) feet
on any street or alley intersection which obstructs traffic. Such
obstruction is deemed a public nuisance because it endangers the public
safety. Any person refusing, failing, or neglecting to abate any such
traffic obstruction after proper notice has been given shall be guilty
of a misdemeanor. Utility poles, street name signs, traffic-control
signs and other devices placed in such area under lawful authority
of the city shall be exempt.
