The City Manager, with the approval of the City Council, shall appoint a City Secretary. The City Secretary shall:
(a) 
Attend all meetings of the City Council, maintain all tape recordings of City Council open meetings for a minimum of two years, and keep accurate records of all actions taken by the Council;
(b) 
Maintain the official records and files of the City;
(c) 
Administer oaths;
(d) 
Attest contracts, assessment certificates and other legal instruments when executed by the authorized officers of the City;
(e) 
Serve as the election official for all City elections;
(f) 
Serve as Tax Collector, if the City Council, by ordinance, elects to assign this duty; and
(g) 
Perform such other duties as may be required of him or her by the Charter, the City Council or State Law.

(a) 
Chief of Police: The Chief of Police shall be appointed by the City Manager with the approval of the City Council for an indefinite term, as provided by state law.
(b) 
The Chief of Police shall be responsible to the City Manager for the administration of the department and the carrying out of the directives of the City Council. He or she may be removed from office by the City Manager with approval of the City Council.
(c) 
The Chief of Police shall be the chief administrative officer of the Department of Police. He or she shall, with the approval of the City Manager, appoint and remove the employees of said department and shall perform such duties as may be required by the City Council.

There shall be maintained a Fire Department to provide for protection against conflagrations and other disaster services. The City Council shall provide for the maintenance, support and regulation of a Fire Department and for the guarding against fires. The powers, appointment, privileges, duties and compensations of the Fire Department shall be set out in ordinances by the Council.
(a) 
Fire Chief: The Fire Chief shall be the chief administrative officer of the Fire Department. The Fire Chief shall be responsible to the City Manager for the administration of the department and the carrying out of the directives of the City Council.
(b) 
Fire Marshal: The Fire Marshal shall be responsible for the enforcement of ordinances pertaining to general protection from fire of the residents of the city. The Fire Marshal shall be appointed by and be responsible to the City Manager.
(c) 
Volunteer Fire Department: Authority is hereby granted to maintain a Volunteer Fire Department.
(d) 
Paid Firefighters: Authority is here by granted to retain paid Firefighters as deemed necessary by the Fire Department and approved by City Council through ordinance.
