Whoever being a property owner in Charleston Township, whose property abuts and is adjacent to a Township road, shall be licensed under this chapter to open an accessway to a driveway upon said property in accordance with the terms of this chapter.
Such accessways, as may be granted hereunder, shall conform to proper engineering, drainage, and siting as may by agreement with the Township be ordered, and in accordance with any regulations issued hereunder.
Construction of said accessway shall conform to regulations of the Township and Pennsylvania Department of Transportation pertaining thereto.
Operation of said accessway shall conform in all respects to said regulations so as not to affect the public safety, health and welfare of the citizens of said Township and the general public traveling on said routes.

A permit for the use and construction of said accessway shall be issued, upon approval by the Township, for a fee of $100.
Any alteration to existing accessways shall conform to the regulations issued hereunder.
Violations of this chapter shall be punishable by law and carry a fine for said violations of $300.
