The property owned and held by the city known as Clyde Lake and described as an 837.4 acre tract of land is hereby designated as a city park and shall be called Clyde Lake Park (referred to herein as the “park”).

Any person who camps, fishes, boats, uses or enters the park without the proper pass or who violates any provision of this division may be removed from the park and shall be deemed guilty of a class C misdemeanor. Upon conviction, any violator shall be fined an amount not to exceed $500.00 or the maximum allowed for violation of a city ordinance by state law, whichever is greater, for each act of violation.

The city police department shall have the authority and responsibility to enforce all applicable federal and state laws and city ordinances and is hereby vested with full authority and power to police and patrol the park and to arrest, without warrant, any person violating applicable federal, state or city laws. The lake enforcement officer, under the supervision of the code enforcement supervisor, shall have the authority and responsibility to enforce this division and all other city ordinances at the park.

All persons entering or using Clyde Lake Park for any purpose, including, but not limited to, camping, fishing, boating, swimming, picnicking, or use of the lake pavilion, shall obtain a pass prior to entering the park by paying the appropriate fee or fees and must present the pass for inspection to the lake enforcement officer or any authorized officer of the city when called upon to do so. Daily and annual passes will be issued.

All park fees will be established and approved by the city council.

The park pay gate will operate from 6:00 a.m. to 10:00 p.m. No one is allowed to enter the park between 10:00 p.m. and 6:00 a.m.; this includes climbing over the fence. Despite these hours, no person may use Clyde Lake for swimming or watercraft activities before sunrise or after sunset. Persons may exit the park after 10:00 p.m. but may not return until 6:00 a.m. Check-out time each day for campsites is 2:00 p.m. If a person remains in the park after check-out time, an additional daily fee will be assessed.

The following activities are permitted in the park, subject to the prohibitions established in section 1.07.072 and to any temporary closing of the park or suspension of certain activities due to weather or park conditions:
(1) 
Camping, fishing, picnicking, and swimming.
(2) 
Water skiing, jet skiing, tubing or towing an object behind a boat for recreational purposes, except that such activities shall be prohibited during any time the water level of Clyde Lake is ten feet or more below the overflow spillway.

The following rules apply to the use of campsites and picnic areas:
(1) 
All campsites and picnic areas must be kept free of litter, cans, bottles and trash at all times, and a campsite must be left in the condition it was in when the person took possession of the campsite.
(2) 
Campers will refrain from making noise between the hours of 11:00 p.m. and 6:00 a.m. This includes, but is not limited to, playing music, talking, and running of vehicles or equipment that will be heard beyond that person’s campsite, with the exception of generators being used by campers for electric power.

Use of the park septic tank recreational vehicle wastewater release station shall be limited to recreational vehicles belonging to persons holding a pass for the use of a park campsite.

The speed limit on all roads in the park shall be 10 miles per hour, at all times.

Cats and dogs are allowed in the park but must be kept on a leash and under the control of the pet owner, at all times. All pet waste must be collected and deposited in a trash dumpster.

(a) 
Gathering of firewood is prohibited in the park.
(b) 
Campfires on the ground are prohibited in the park.
(c) 
Wheeled motor vehicles are not permitted on any part of the lake dam structure except the improved road on top of the dam. Unauthorized wheeled motor vehicles are not permitted south of the lake dam road gate, at any time.
(d) 
Vehicles may not be parked outside the park gate, except during special events as approved by the city administrator.
(e) 
Driving any vehicle on the grass at any time in the campsite, picnic, or day-use areas is prohibited, with the exception of accessing a campsite, picnic, or day-use area from the adjacent roadway for parking purposes.
(f) 
Four-wheelers and other off-road vehicles are not allowed in the park at any time, except that golf carts may used during the annual Festival by the Lake and other city-sponsored events in the park as determined by the city administrator. Any person using a golf cart in the park must be age 18 or older. City staff and law enforcement may use golf carts in the park.
(g) 
“Mudding” is strictly prohibited anywhere in the park.
(h) 
Fishing is prohibited inside the swimming area and within 200 feet of the pump station.
(i) 
Dead or unused bait cannot be left in the park or thrown into the water. When cleaning fish all waste must be placed inside a trash bag and deposited inside a trash dumpster only.
(j) 
Fishing with what is commonly known as a trot line or a jug line is prohibited in the park except in the months of June, July and August, and will only be allowed north of the main body of water and out of the main lake traffic area.
