Whenever any words and phrases are used in this chapter, the meaning respectively ascribed to them in Subtitle 1 of Title 39 of the Revised Statutes of New Jersey shall be deemed to apply to such words and phrases used herein.
A. 
Regulations not exclusive. The provision of this section imposing a time limit on parking shall not relieve any person the duty to observe other and more restrictive provisions prohibiting or limiting the stooping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey Statute or as hereinafter provided.
B. 
Parking prohibited at all times on certain streets. No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I (§ 475-11) set out in Article II of this chapter.
C. 
Parking prohibited during certain hours on certain streets. No person shall park a commercial truck or bus exceeding 3,000 pounds rated capacity (excluding any government-owned emergency response vehicle) between the hours specified in Schedule II of any day upon any of the streets described in said Schedule II (§ 475-12) set out in Article II of this chapter.

D. 
Stopping or standing prohibited during certain hours on certain streets. No person shall stop or stand a vehicle between the hours specified in Schedule III of any day (except days excluded in said Schedule III) upon any of the streets or parts of streets described in said Schedule III (§ 475-13) set out in Article II of this chapter.
E. 
Stopping or standing prohibited at all times on certain streets. No person shall stop or stand a vehicle at any time upon any of the streets or parts thereof described in Schedule IV (§ 475-14) set out in Article II of this chapter.
F. 
Parking prohibited upon the declaration of an emergency.
(1) 
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary "EMERGENCY NO PARKING" signs are displayed. The Chief of Police, or in the absence thereof, the ranking police officer, is authorized to declare an emergency and to direct the posting of the "EMERGENCY NO PARKING" signs when weather conditions, accidents, fires, or public celebrations dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that the "EMERGENCY NO PARKING" signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
(2) 
Any vehicle parked or standing in violation of this subsection shall be deemed a nuisance and a menace to the safe and proper regulations of traffic and any peace officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.
(3) 
The effectiveness of this subsection is contingent on signs being erected as required by law.
G. 
Designation and marking of restricted parking spaces for use of the physically handicapped; prohibition. Those parking spaces now or hereafter designated by resolution of the Township Committee as restricted parking spaces for use of the physically handicapped shall be for the sole and exclusive use of persons who have been issued special vehicle identification cards, license plates and placards by the Motor Vehicle Commission in accordance with N.J.S.A. 39:4-204 et seq., or temporary handicapped placards by any municipal Chief of Police in accordance with N.J.S.A. 39:4-206. All parking spaces designated as restricted parking spaces for use of the physically handicapped shall be marked with appropriate signs as required by N.J.S.A. 39:4-198. The owner of the property on which the designated parking space is located shall be responsible for installing and maintaining the aforesaid signs. No person shall stand or park any vehicle in any space on public or private property appropriately marked for vehicles for the physically handicapped unless the vehicle is authorized by law to be parked therein and a handicapped person is either the driver or a passenger in that vehicle.

B. 
Trucks over eight tons excluded from certain streets. Trucks over eight tons gross weight are excluded from the streets or parts of streets described in Schedule VA (§ 475-16) except for the pickup and delivery of materials on such streets. Said Schedule VA is set out in Article II of this chapter.
C. 
Trucks over 12 tons excluded from certain streets. Trucks over 12 tons gross weight are excluded from the streets or parts of streets described in Schedule VB (§ 475-17) except for the pickup and delivery of materials on such streets. Said Schedule VB is set out in Article II of this chapter.
A. 
One-way streets designated. The streets or parts of streets described in Schedule VI (§ 475-18) set out in Article II of this chapter are hereby designated as one-way streets in the direction indicated.
B. 
Through streets designated. Pursuant to the provisions of N.J.S.A. 39:4-140, the streets or parts of streets described in Schedule VII (§ 475-19) set out in Article II of this chapter are hereby designated as through streets. Stop signs shall be installed on the near right side of each street intersection the through street except where yield signs are provided for in the designations.

A. 
Handicapped parking violations. Any person parking a motor vehicle in an appropriately marked restricted parking space without a special vehicle identification card shall be liable to a fine of $250 for the first offense, and for subsequent offenses, a fine of not less than $250 and up to 90 days community service on such terms and in such form as the court shall deem appropriate, or any combination thereof.

B. 
Other violations. Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of a provision of this chapter or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days or both.

A. 
Whenever snow has fallen and the accumulation is such that a state of emergency has been declared by the Township of Bordentown's Office of Emergency Management, then no vehicle shall be parked on the streets or highways or portions thereof specified in Schedule IX (§ 475-21).
B. 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage that may result from such removal before regaining possession of the vehicle.
C. 
The effectiveness of this section is contingent upon signs being erected as required by law.
D. 
Unless another penalty is expressly provided by New Jersey Statute, every person convicted of a violation or provision of this section or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days, or both.

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
ENGINE BRAKING
The use or operation of any mechanical exhaust device designed to aid in the braking, decompression, or deceleration of any motor vehicle that results in the excessive, loud, unusual, or explosive noise from such vehicle.
B. 
Prohibition. It shall be unlawful for the driver or any motor vehicle to use or operate or cause to be used or operated, at any time and on any road within the Township of Bordentown, any mechanical exhaust or decompression device that results in the practice known as "engine-braking."
C. 
Exceptions. The provisions of this section shall not apply to the application of unmuffled compression brakes where necessary for the protection of persons and/or property that cannot be avoided by application or an alternative braking system. Noise caused by the application of engine compression brakes, otherwise known as "engine braking," which is effectively muffled or if the application is necessary for the health, safety, and welfare of the community, is exempt from the provisions of this section. Sounds created by emergency equipment for emergency purposes are also exempt.
D. 
Posting of signs. The Township is hereby authorized to post at reasonable locations within the Township signs indicating the prohibition of engine braking.
E. 
Violations and penalties. Upon an initial conviction of any violation of this section, such person shall be punished by a fine of not more than $250 or by imprisonment for a period not to exceed 30 days, or by such fine and imprisonment; and upon a second conviction, such person shall be punished by a fine of not more than $500 or by imprisonment for a period not to exceed 90 days, or by both such fine and imprisonment; and upon the third or any subsequent conviction, such person shall be punished by a fine of not more than $1,000 or by imprisonment for a period not to exceed 90 days, or by both such fine and imprisonment.
