There shall be a regularly scheduled city council meeting on the third Thursday of each month at 7:00 p.m., and such other special meetings as are necessary to conduct the business of the city. Should the third Thursday of the month fall on a state holiday or if there is a lack of a quorum, the regular meeting of the city council may be held as otherwise directed by the mayor.

The city manager shall prepare the agendas for the city council meetings, subject to mayoral approval.

(a) 
Signatures.
(1) 
Authorization.
City council authorizes the use and acceptance of electronic, digital, or facsimile signatures for city transactions, relating to business, commercial, or governmental affairs, in accordance with the city’s rules, and state, federal, or other law, as may be amended.
(2) 
Rules.
The city’s rules shall be posted on the city’s website.
(b) 
Seals.
(1) 
Notary public seal of office and other professional seals. City council authorizes the use and acceptance of an electronic, digital, or facsimile notary public seal of office (“notary seal”), and other professional seals for city electronic transactions, relating to business, commercial, or governmental affairs, in accordance with the city’s rules and state law, as may be amended.
(2) 
City corporate seal.
City council authorizes the use of an electronic, digital, or facsimile corporate seal (“city seal”) by the city secretary or his/her designee for electronic transactions, relating to business, commercial, or governmental affairs, in accordance with the city charter, the city’s rules, and state law, as may be amended.

Rules.
The city’s rules shall be posted on the city’s website.

(a) 
No member of the City Council shall participate in any vote or decision relative to any amendment to the City's Comprehensive Plan or any change in the zoning classification of property if the City Council member or a relative of the City Council member has any interest in any property within 200 feet of the property which is the subject of the amendment to the City's Comprehensive Plan or on which the change in zoning classification is proposed. Further, any City Council member who has any such interest in property shall be legally disqualified from participating in any vote or decision relative to the Comprehensive Plan amendment or change in zoning classification.
(b) 
For purposes of this article, "relative" means any person related to the City Council member within the first degree by consanguinity or affinity and shall include a spouse, father, mother, son, daughter, brother or sister.
