(a) 
The members of the park and recreation board shall be resident citizens of the city appointed by the city council. The members of the board shall be identified by place numbers 1 through 5. Beginning July 1, 2017, members in places 2 and 4 shall be appointed to serve a one-year term, members in places 1, 3 and 5 shall be appointed to serve two-year terms. Thereafter, the term of office of the members shall be two years beginning on July 1st of the year of appointment. Each member shall serve until their successor has been appointed and qualified. Board members may be appointed to succeed themselves.
(b) 
The board shall determine by majority vote a chairman, vice-chairman and secretary to keep the park board minutes. The offices of chairman, vice-chairman and secretary will be for a period of one year beginning on July 1st of each year.

Members shall be persons of good moral standings in the community and may be removed by majority vote of the city council at their sole discretion.

The park and recreation board shall receive reports, advice and available services from the various city departments as required and as directed by the city manager or his designated representative. When directed by the city manager, any department head or official of the city shall be available to the board for advice and consultation, and they shall cooperate with and tender such services for the board as shall come within the scope of the duties of the city manager.

The park and recreation board shall have the power and authority and it shall be its duties as follows:
(1) 
The purpose of the park and recreation board shall be to operate and maintain the city’s public parks and to advise the city council on the planning, operation and use of the city’s parks and recreational facilities, to advise the city council of its needs and its progress, and to develop and put into operation the rules and regulations concerning the use of the parks and recreation facilities in the city;
(2) 
To make studies and project plans for the improvement and acquisition of the public parks and open spaces with a view of its development and extension, and to recommend all matters for the development and advancement of the city parks and open space facilities, layouts and appearance, and to perform the duties of advance planning for future acquisition and development of potential park and open space lands;
(3) 
To aid and assist the city manager in the procuring of financial and other aid and assistance for the city from the state and federal governments and their agencies for each and all of the purposes enumerated in this section;
(4) 
To act with and assist all other municipal boards, governmental agencies, regional associations and especially the city council in formulating proper plans for municipal parks and open space development;
(5) 
To investigate, consider and make recommendations about the layout and plan of any new subdivision to the city on property located within five miles of the city limits and to study plans, plats or replats of additions, within the city limits or within five miles of the city limits, relative to gaining or accepting dedications of property for park, open space or recreational purposes, in a manner prescribed from time to time by the city council;
(6) 
To recommend plans for improving, developing, expanding and beautifying the parks, lakes and public buildings in or adjacent to the city and to cooperate with the city council and other agencies of the city in advising, establishing, locating, improving, selecting, expanding and maintaining the public parks, playgrounds and lakes for public recreation;
(7) 
To recommend programs to the city council, in an advisory capacity, to originate, plan and coordinate a recreation program for all segments of the population, throughout all seasons of the year. Efforts by the board should be made to assure that all recommendations will utilize existing facilities and organizations to provide recreational and leisure-time activities to the citizens. The board should concern itself with the possibilities of gaining cooperative use of non-city-owned facilities and implementing proven programs to attract participants for recreational activities.

The city manager or his designated representative shall be an ex officio member of the board without voting privileges and shall act in an advisory capacity to the board.

The park and recreation board shall make such rules and regulations for its own government and designate such time and place for holding regular meetings as it deems proper. Three members of the park and recreation board shall constitute a quorum for transaction of business.

(a) 
Should any member of the park and recreation board be absent for four meetings during one twelve-month period, then the chairman of the park and recreation board may request to the council that the member be removed from office.
(b) 
Members of the park and recreation board serve at the will of the council and can be removed at any time by a majority vote of the council.

(a) 
The park and recreation board shall have the authority to hold public hearings in the city and to consider and make recommendations to the city council in writing from time to time on any and all matters pertaining to the city’s public parks and recreation system.
(b) 
All recommendations made by the board to the city council shall be the majority vote of a quorum of the board, and such recommendations shall normally be made through the city manager.
(c) 
The city manager shall confer with the park and recreation board during the preparation of his annual park department budget recommendation to the city council. The city manager shall be required to inform the city council of the board’s recommendations concerning annual park and recreation appropriations, and in those instances where his recommendation differs from that of a majority of the board, the board chairman may have a hearing before the city council to directly report the majority’s recommendation, including the source of funds to support such recommendation.
