There is hereby created the position of city administrator of the government of the city. Such administrator shall be selected and appointed by the city council. Such administrator shall hold his/her office at the pleasure of the governing body and may be removed from office with two-thirds (2/3) majority vote of the governing body or as provided by law.

The city administrator shall be the chief appointed executive officer and shall be in charge of the government of the city. Such administrator shall perform the duties herein enumerated but shall not be restricted to such duties herein enumerated, but shall not be restricted to such duties [sic]. Such administrator shall perform all activities and functions reasonably necessary to discharge his/her rights, duties, and powers herein granted.

(a) 
The city administrator shall create a department of administration of the city, and there shall be created and placed under the control of the city administrator five administrative departments of the government of the city, being:
(1) 
The department of police;
(2) 
The fire department;
(3) 
The department of municipal court;
(4) 
The street department; and
(5) 
The waterworks department.
(b) 
The administrator may discontinue any department or office established by ordinance and may prescribe, combine, distribute or abolish the functions and duties of departments and offices, but no administrative department or office created by ordinance or consolidation of [departments] as hereinbefore provided shall be established or discontinued without approval of city council.

The city administrator shall be in charge of selection and dismissal of personnel. In matters of selection of or dismissal of department heads, i.e., city secretary, police chief and water superintendent, he shall first receive approval of the city council prior to the approval or dismissal of such department head. The city administrator shall have the right to suspend any of the department heads or employees who may be under his/her direct jurisdiction and control for incompetence, neglect of duty, immorality, drunkenness, failure to obey orders given by the proper authority or for any other just and reasonable cause. If any department head or employee becomes suspended as herein provided, the city administrator shall forthwith, in writing, certify the fact, together with the cause of suspension, to the city council, who shall within five days from receipt of such certificate, if demanded by the suspended department head or employee so to do, proceed to inquire into the cause of the suspension and render judgment thereon, which judgment, if the charge be sustained, may be suspension, reduction in rank, or dismissal, and such judgment shall be final except as may be otherwise provided herein.

The city administrator shall perform and carry out all duties placed by the statutes and carry out all duties placed by statutes and the Local Government Code of the state and ordinances of the city to prepare and submit an annual budget at a time and in a manner in accordance with law.

The city administrator shall make an annual report to the city council reflecting upon the problems of the past, with recommendations as to how to correct such problems in the future and recommendations for any affirmative action as appears to be expedient and desirable.

The city administrator shall keep the city council constantly informed of the financial condition of the city and the needs of the city and the residents of the city.

The city administrator shall attend each and every meeting of the city council.
