For the purpose of this division, certain words and terms are
herewith defined as follows:
Alteration.
Any change, addition or modification in construction or character
or grade of occupancy.
Person.
Shall be constructed to impart the singular and plural as
the case demands, and shall include corporations, companies, societies,
and associations, and any agent or representative thereof.
Structure.
Any building constructed or installed by man (including,
but without limitation, a fence, post, pole, house, bridge, driveway
or passageway, transmission line; barn, shed, tree, tank, advertising
sign, advertising billboard, space or equipment or facilities.

There is hereby created the office of building official, and
such office is being charged with the duty of enforcing the provisions
of this code.

(a) Code enforcement.
It shall be the duty of the building
official to enforce all the conditions of this code.
(b) Personal inspection.
It shall be the duty of said building
official, upon being served with a notice requiring him to visit and
inspect any building upon or in which any work is being done, under
any of the provisions of this code, to do so.

(a) Immediate decisions.
Where a situation requires an immediate
decision, that of the building official shall be final and conclusive.
(b) Special cases.
The building official shall have full
power to exercise his own judgment in a reasonable and proper manner
and rule accordingly on all special cases in regard to any of the
matters and things in this code and specifically covered thereby.
