(a) Required; fees.
A permit must be obtained relating to construction and maintenance of buildings within the city and inspections shall be required. Permit fees for construction and maintenance of buildings within the city are as set forth in the fee schedule in appendix
A of this code.
(b) Failure to obtain permit.
Failure to obtain required
permits prior to the start of construction will automatically require
that permit fees be doubled and fines may be issued. The payment of
double fees shall not relieve any persons from fully complying with
the requirements of the codes in execution of the work nor from any
other penalties prescribed herein.
(c) Requirements for obtaining permit.
To obtain permits:
(1) Electricians.
Electricians must have a current State
of Texas license and be licensed as a master electrician or provide
a letter written from a master electrician giving permission to obtain
the permit.
(2) Plumbers.
Plumbers must have a current State of Texas
license and be licensed as a master plumber or provide a letter written
from a master plumber giving permission to obtain the permit.
(3) Mechanical contractors.
Mechanical contractors must
have a current State of Texas license or provide a letter written
from the person with the current State of Texas license giving permission
to obtain the permit.
(4) Homeowners.
Homeowners must obtain required permits
prior to construction and maintenance and inspections shall be required.

(a) Permit required.
It shall be unlawful for any person,
firm or entity to demolish any publicly owned building within the
city without first obtaining a demolition permit from the city.
(b) Asbestos survey.
No permit shall be issued for the demolition
of any public building within the city unless an asbestos survey performed
by a qualified inspector is first made and presented to the city.
It shall further be unlawful for any person, firm or entity to demolish
or contract for the demolition of any public building without first
obtaining an asbestos survey from a qualified inspector.
(c) Penalty.
Any person convicted of violating any provision of this section shall be guilty of a misdemeanor and shall be subject to a fine in accordance with the general penalty provision set forth in section
1.01.009 of this code, and each day of such violation shall be a separate violation.
