There is hereby adopted by the mayor and city council those
certain health and housing standards known as the Standard Housing
Code, 1982 edition, of which not less than three (3) copies have been
and are now filed in the office of the city secretary, and the same
is incorporated as fully as if set out at length herein, and the provisions
thereof shall be controlling on all dwellings and premises within
the corporate limits of the city.

The International Residential Code, 2009 edition, published
by the International Code Council, is hereby adopted by the city and
a copy of such code is on file in the office of the city secretary.

In the event of any conflict between the provisions of the codes
adopted by this division and applicable provisions of this Code of
Ordinances, state law or city ordinances, rules or regulations, the
provisions of this Code of Ordinances, state law or city ordinances,
rules or regulations shall prevail and be controlling.

(a) Whenever
the term “municipality” or “city” is used
in the codes adopted by this division, it shall be construed to mean
the city.
(b) Whenever
the term “corporate counsel” or “city attorney”
is used in the codes adopted by this division, it shall be construed
to mean the city attorney of this city.

Any person who shall violate any provision of the codes adopted by the provisions of this division shall be deemed guilty of a misdemeanor and shall be punished in accordance with the general penalty provision set forth in section
1.01.009 of this code. Each day such violation continues shall be deemed a separate offense.
