It shall be the duty of the city police department to enforce the provisions of this chapter, all other street and traffic laws of the city and all the state traffic laws applicable to traffic in the city.

No person shall willfully fail or refuse to comply with any lawful order or direction of any police officer invested by law with authority to direct, control or regulate traffic.

(a) 
A privately owned parking lot open to the public, within the meaning of this section, shall be deemed to be any privately owned parking lot which is offered by any business establishment to their customers, or to the public in general, without charge of a fee for parking.
(b) 
All privately owned parking lots open to the public in the city are hereby declared to be public places. All statutes, provisions of this code and ordinances regulating behavior or otherwise affecting public places shall be enforced on such parking lots.
