(a) 
It is hereby officially found, determined and declared that the Town of Shady Shores, Texas, was duly incorporated as a town under the provisions of chapter 12, title 28, Revised Civil Statutes of Texas, as amended, and that said town contains at least one manufacturing establishment within the corporate limits of said town.
(b) 
In accordance with the provisions of chapter 6, subchapter B, Texas Local Government Code, as amended, the town hereby changes to a type A general-law municipality in accordance with applicable statutory guidelines, and that the town is granted all the powers and duties of a type A general-law municipality operating under the aldermanic form of government governed by chapter 22 of the Texas Local Government Code, as amended.
(c) 
This section shall be entered upon the journal of the proceedings of the town council, and a copy of this section shall be signed by the mayor and attested by the town secretary under the corporate seal of the town and shall be filed and recorded in the office of the county clerk.

(a) 
The fiscal year of the town shall be, and hereby is, changed from the calendar year of January 1st through December 31st, to October 1st through September 30th.
(b) 
The new fiscal year for the town shall commence October 1, 1998, with the first fiscal year October 1, 1998 through September 30, 1999. The town’s budget previously approved for January 1, 1998 through December 31, 1998 shall be amended to provide the appropriate adjustments for the period January 1, 1998 through September 30, 1998.
