(a) 
For purposes of this article, the words “public library” shall mean the Coleman Public Library.
(b) 
The library was established for the purpose of providing the residents of the city and county with access to books and other resources and services for education, information and recreation.

(a) 
The librarian shall be an ex officio member of the library board and shall have sole charge of the administration of the library under the direction and review of the city manager and city council. The librarian shall be held responsible for the care of the buildings and equipment, for the direction of the staff, for the efficiency of the library’s service to the public and for the operation of the library under the financial conditions set forth in the annual budget. The librarian shall attend all board meetings.
(b) 
The librarian shall execute a bond with some responsible guaranty company for the faithful performance of his duties, which bond shall be payable to the city for not less than three thousand dollars.

(a) 
There is hereby created an advisory board to be known as the public library advisory board.
(b) 
The advisory board shall be composed of not less than five nor more than seven members, together with the city manager, the county judge and the librarian as ex officio members. The officers shall be elected from these members.
(c) 
Qualifications:
(1) 
Shall be appointed or approved by the city council;
(2) 
Shall serve for a period of two years unless sooner removed.

(a) 
Every person who shall take from the public library any book, pamphlet, periodical, paper or other property, except in accordance with the rules of such library, shall be deemed guilty of a misdemeanor and upon conviction of same shall be fined in accordance with the general penalty provision set forth in section 1.01.009 of this code.
(b) 
Every person who shall take or borrow from the public library any book, pamphlet, periodical, paper or other property, and neglect to return the same within two weeks from the date of mailing a notice to his address, shall be deemed guilty of a misdemeanor and upon conviction of same shall be fined in accordance with the general penalty provision set forth in section 1.01.009 of this code.
