PREAMBLE
We, the Citizens of Coleman, Texas, in order to provide for the future progress of our City, establish and maintain a system of local self-government under law, based on sound fiscal and operational methods, insure equal protection and treatment for all persons, and secure fully the benefits of our location and environment, do hereby adopt this Home Rule Charter in accordance with the statutes of the State of Texas; and we do hereby declare the citizens of the City of Coleman, Coleman County, Texas residing within the legally established boundaries of said City, to be a political subdivision of the State of Texas, incorporated under the name of the “City of Coleman”, with such powers, rights, and duties, as herein provided.
