The 2015 edition of the International Plumbing Code, along with amendments as adopted by the city, is hereby adopted by the city and is maintained on file in the office of the city secretary.

The following acts, work and conduct shall be expressly permitted without a license:
(1) 
Plumbing work done by a property owner in a building owned or occupied by him as his home.
(2) 
Plumbing work done by anyone who is regularly employed as or acting as a maintenance man or maintenance engineer, incidental to and in connection with the business in which he is employed or engaged, and who does not engage in the occupation of a plumber for the general public; construction, installation and maintenance work done upon the premises or equipment of a railroad by an employee thereof who does not engage in the occupation of a plumber for the general public; and plumbing work done by persons engaged by any public service company in the laying, maintenance and operation of its service mains or lines and the installation, alteration, adjustment, repair, removal and renovation of all types of appurtenances, equipment and appliances; appliance installation and service work done by anyone who is an appliance dealer or is employed by an appliance dealer, and acting as an appliance installation man or appliance service man in connecting appliances to existing piping installations. Provided, however, that all work and service herein named or referred to shall be subject to inspection and approval in accordance with the terms of all local valid city or municipal ordinances.

(a) 
Wastewater from residential clothes washing machines, otherwise known as laundry graywater, may be discharged directly onto the ground surface under the following conditions:
(1) 
The disposal area shall not create a public health nuisance.
(2) 
Surface ponding shall not occur in the discharge area.
(3) 
The disposal area shall support plant growth or be sodded with vegetative cover.
(4) 
The disposal area shall have limited access and use by residents and pets.
(5) 
Laundry graywater that has been in contact with human or animal waste shall not be discharged on the ground surface and shall be treated and disposed of in accordance with the SBCCI Plumbing Code or the International Plumbing Code.
(6) 
Laundry graywater shall not be discharged to the area if the soil is wet.
(7) 
The use of detergents that contain a significant amount of phosphorus, sodium or boron should be avoided.
(8) 
A lint trap shall be required at the outlet end of the discharge line.
(b) 
Laundry graywater discharge must be permitted by the local plumbing inspector as follows:
(1) 
A permit must be applied for and approved prior to discharging any laundry graywater. The cost for this permit will be at the standard permit fee.
(2) 
The discharge area must be inspected and approved by the local plumbing inspector prior to discharging any laundry graywater.
(3) 
The discharge area will be inspected annually by the local plumbing inspector. A written record of all permits and inspections will be maintained in the office of the local plumbing inspector.
(4) 
Any violations noted at this inspection will be cause for immediate rectification or termination of discharge.
(5) 
Permits must be applied for by the homeowner living there, or a licensed master plumber.
(6) 
All plumbing material installed to be used in the discharge of laundry graywater must meet the standards of either the SBCCI Plumbing Code or the International Plumbing Code and be installed by the homeowner or a licensed master plumber.
(c) 
Every person who shall omit or refuse to comply with or who violates any of the provisions of this section shall be deemed guilty of a misdemeanor and upon conviction shall be fined in accordance with the general penalty provision set forth in section 1.01.009 of this code.
