(a) 
All companies, individuals, corporations or other entities (herein referred to collectively as “contractors”) engaging in the business of the installation, repair, or removal of roofs on any house, dwelling, commercial building or other structure located within the city limits shall register with the city secretary by completing appropriate registration forms available at such location. In addition, such contractors shall pay a one-time registration fee as set from time to time by the city council and listed on file with the city secretary and shall provide a bond in the amount of $5,000.00. Such registration, payment of fee and filing of bond shall be required prior to the commencement of any roofing work by such contractor within the city.
(b) 
Copies of the registration and bond for each contractor shall be generally available to the public and interested persons for inspection at normal office hours at the office of the city secretary.
(c) 
Nothing in this section shall be deemed to create any duty, obligation or liability on the part of the city with regard to any work performed by such contractor, nor for enforcement of any claim on or suit with respect to the validity of the bond required to be kept on file. The purpose of this section is to provide information for businesses and consumers with respect to the identity, office address and other relevant information on such contractors.
(d) 
Any contractor who engages in roofing work without registering and complying with the terms of this section shall be guilty of a misdemeanor and subject to a fine in accordance with the general penalty provision set forth in section 1.01.009 of this code for each day that such work continues in violation of this section.
(e) 
The provisions of this section shall not apply to any person or company who undertakes roof installation repair or removal on property owned or controlled by such person or company. This section shall only apply to such entities that undertake such work for third parties in the normal course of their business.
