Any defendant convicted for a misdemeanor offense committed
on or after the effective date of this article (January 6, 2000) shall
pay a four dollar ($4.00) technology fee as a cost of court to be
placed into a special fund designated as a municipal court technology
fund to be used only for the purchase of those commodities permitted
by applicable law.
