Any defendant convicted for a misdemeanor offense committed
on or after the effective date of this article shall pay a three dollar
($3.00) security fee as a cost of court to be placed in a special
fund designated as a Municipal Court Security Fund to be used only
for the purpose of those commodities permitted by applicable law.
