Within ten days after the date an order is issued, the city
administrator shall:
(1) File
a copy of the order in the office of the city secretary;
(2) Serve
a copy of the order upon each owner, mortgagee and lienholder by certified
mail, return receipt requested; and
(3) Publish
in a newspaper of general circulation in the city a notice containing:
(A) The street address and legal description of the property;
(C) A brief statement indicating the results of the order; and
(D) Instructions stating where a complete copy of the order may be obtained.
