The City Council shall appoint a City Manager who shall be the chief administrative and executive officer of the City and shall be responsible to the City Council for the administration of all the affairs of the City.
The City Manager shall be chosen by the City Council solely on the basis of executive and administrative training, experience and ability. No member of the City Council shall, during the time for which he or she is elected and one (1) year thereafter, be appointed City Manager.

The City Manager shall be appointed for an indefinite term and may be removed at the will and pleasure of the City Council voting in an open meeting. The action of the City Council in suspending or removing the City Manager shall be final, it being the intention of this Charter to vest all authority and fix responsibility for such suspension or removal in the City Council. In the event of the removal of the City Manager by the City Council, the City Council shall be authorized to grant him or her not in excess of sixty (60) days terminal pay. In case of the absence or disability of the City Manager, the City Council may designate some qualified person other than an elected officer of the City, to perform the duties of the office during such absence or disability. The City Manager shall receive such compensation as may be fixed by the City Council.
By letter filed with the City Secretary, the City Manager may designate, subject to the approval of the city council, a qualified city administrative officer to exercise the powers and perform the duties of manager during his or her temporary absence or disability. During such absence, disability or suspension, the City Council may revoke such designation at any time and appoint another officer of the city to serve until the City Manager shall return or his or her disability shall cease.
The City Manager shall be the chief administrative officer of the city. He or she shall be responsible to the City Council for administration of all city affairs placed in his or her charge by or under this Charter. He or she shall have the following powers and duties:
(a) 
He or she shall appoint and, when he or she deems it necessary for the good of the service, suspend or remove all city employees and appoint the administrative officers provided for, by or under this Charter, except as otherwise provided by law, this Charter or personnel rules adopted pursuant to this Charter. He or she may authorize any administrative officer who is subject to his or her direction and supervision to exercise these powers with respect to subordinates in that officer’s department, office or agency. Appointments to City positions shall be made on the basis of qualifications. If qualifications are equal, preference shall be given City residents.
(b) 
He or she shall direct and supervise the administration of all departments, offices and agencies of the city, except as otherwise provided by this Charter or by law.
(c) 
He or she shall attend all council meetings, unless excused by the mayor, and shall have the right to take part in discussion, but may not vote.
(d) 
He or she shall see that all laws, provisions of this Charter and acts of the City Council, subject to enforcement by he or she or by officers subject to his or her direction and supervision, are faithfully executed.
(e) 
He or she shall prepare and submit the annual budget and capital program to the City Council by July 31st of each year.
(f) 
He or she shall submit to the City Council and make available to the public a complete report on the finances and administrative activities of the city as of the end of each fiscal year.
(g) 
He or she shall prepare and submit to the City Council within forty-five (45) days of the closing of each fiscal quarter, and [an] income and expenditure statement by summary budget category with an explanatory message stating any variances from the annual budget. This summary shall be on file in the office of the City Secretary and open to public inspection during regular business hours of the city offices.
(h) 
He or she shall make such other reports as the City Council may require concerning the operations of city departments, offices and agencies subject to his or her direction and supervision.
(i) 
He or she shall keep the City Council fully advised as to the financial condition and future needs of the city and make recommendations to the City Council concerning the affairs of the city.
