In keeping with the constitution of the State of Texas, and not contrary thereto, the City of Forest Hill shall have the right to issue all tax bonds, funding and refunding bonds, certificates of obligations, time warrants and other evidences of indebtedness, as now authorized or as may hereafter by [be] authorized to be issued by home rule cities by the laws of the State of Texas. Where provided by law, all tax and revenue bonds shall be submitted to the voters for approval.
Bonds, certificates of obligations and time warrants of the City of Forest Hill shall be issued in the manner provided by the laws of the State of Texas applicable to home rule cities.
