The electrical inspector shall have and possess, for the purpose of this chapter and all other ordinances directly related to electrical work, full police power. In addition to the powers and duties elsewhere in this article enumerated, the electrical inspector shall have the following powers and duties:
(1) 
He or his assistant inspectors shall inspect personally and pass on all electric wiring, electrical apparatus and electrical appliances now in use or being constructed or placed in service or which may hereafter be installed, constructed, or placed in service in the city and outside the city, where connected with the electric distribution system of the city, and issue a certificate of approval thereof, if he approves the same, or, if he does not approve the same, he shall direct, by written order to the owner or agent in charge of the premises, to stop the installation, construction or use of the imperfect electrical work or parts, until it shall have been made right by repairs, alterations or replacement as conditions may show as being necessary.
(2) 
He shall have the right to enter any house or premises in the city and outside the city, where such house or premises is served by or connected to the electric distribution system of the city, at any time between the hours of 9:00 a.m. and 4:30 p.m., and when request or complaint is made, to examine and inspect any electrical wiring, apparatus or appliances, or connections therewith.
(3) 
He shall investigate all alleged violations of this article reported to him, and file complaints against all persons whom he may know to be guilty of such violations.
(4) 
He shall be in charge of, oversee, inspect and supervise all electric wiring, installations, operation and maintenance, and all electric apparatus and appliances, whether now in existence or hereafter to be installed or placed in service in premises served by the electric distribution system of the city.
(5) 
He shall reinspect each electrical installation now in service, or which may hereafter be placed in service, in premises served by the electric distribution system of the city at least once during each calendar year.
(6) 
He shall keep a complete legible record of all official work performed as required by this division, and shall annually make a detailed report thereof to the city council. The record shall be so arranged as to provide full information concerning conditions existing at the time of each and every inspection made.
(7) 
He shall perform such other duties as may be directed by the city manager.

Neither the electrical inspector nor any of his assistants shall, when acting in good faith and without malice, be liable for damages by reason of duty performed under the provisions of this article.

It shall be unlawful for any person to do or have done any electrical wiring, any installation of electrical equipment, or any extensions or alterations to electrical work, until an electrical work permit to do the same has been obtained from the city authorizing the work to be done. No permit shall be required, however, for any electrical work which is to be used or operated with electric current of not exceeding thirty-two (32) volts potential, and no permit shall be required for placing, attaching or using portable electrical appliances for either commercial or domestic purposes, except that, where the power wires must be run to and connected directly to the appliance, the wiring shall be done only by authority of a permit. No permits will be required for repairs or maintenance work in any power or industrial plant where an electrician licensed by the city is regularly and continuously employed to do such work, but all new work, whether original or extension, shall be done only on authority of permit.

An application for a permit required by this division shall be filed with the city secretary and shall properly describe the exact character and extent of the electrical work proposed to be done.

If any proposed building valued at thirty-five thousand dollars ($35,000.00) or more, or having a proposed connected load of twenty-five (25) kVA or more, is to be served by the city electric system, plans and specifications prepared by a registered professional electrical engineer must be submitted before any permit will be issued for electrical work therein. This section shall apply to residential, commercial or industrial construction, or additions or improvements thereto.

(a) 
Fees for the permit and inspections required by this division shall be collected by the city secretary at the time of issuing the permit. The permit and inspection fees shall be as follows:
(1) 
For issuing outlet: $15.00.
(2) 
Outlet, 120V (switches, light, plugs): $ 0.75.
(3) 
Meter loop: $3.75.
(4) 
Attic fan or ceiling heater, 120V: $3.75.
Additional attic fan or ceiling heater: $2.00.
(5) 
Electric heaters, hot water heaters: $3.75.
Additional heaters: $2.00.
(6) 
Electric heating or air conditioning outlets, 240V, single-phase: $3.75 Additional outlets, 240V: $2.00.
(7) 
Neon signs: $7.50.
(8) 
Ranges and range combinations: $7.50.
(9) 
Electric motors, 240V or higher, three-phase: $7.50 Additional motors, 240V or higher, three-phase: $3.75.
(10) 
Electric motors, 120V or 240V, single-phase: $3.75.
Additional motors, 120V or 240V, single-phase: $2.00.
(11) 
Lighting transformers:
(A) 
Single-phase: $3.75.
(B) 
Three-phase: $7.50.
(C) 
Reinspection: $10.00.
(12) 
Central air conditioning and heat: $15.00.
(13) 
Trailer hook-up: $7.50.
(14) 
Dryers: $3.75.
(15) 
For any other electrical inspection not enumerated, for each inspection point: $7.50.
(b) 
When additional outlets or more power requirements are to be installed than called for on the permit issued, the permit shall be taken to the city secretary, who will add the additional items, if permissible, and shall collect the additional permit and inspection fees. The additions must be noted on the electrical inspector’s copy of the permit at the same time.
(c) 
For all inspection trips in excess of two (2) or whenever reinspection is necessary of any electric facility that has been red tagged by the electrical inspector, the scheduled inspection fee shall be charged.
(d) 
All permit and inspection fees collected by reason of this section shall be paid into the city’s general fund, to be disposed of as the city council may direct from time to time.

(a) 
Permits for electrical work shall be issued by the city secretary. In case of any question arising as to the character of the work proposed, the city secretary shall not issue a permit unless or until approval of the electrical inspector is obtained.
(b) 
A permit issued under this division shall show the number of outlets for lighting or appliance connection and, in case of dynamos or motors, shall show the kilowatt rating of each unit. A duplicate of the permit shall be given to the electrical inspector.

(a) 
There shall be two (2) inspections on all work done under a permit issued pursuant to this division, both provided for by the original permit. One (1) inspection shall be made when the roughing-in is completed and the second inspection shall be made upon completion of the work. It shall be the duty of the permit holder to apply for such inspection when the work is ready therefor. Application for such inspections must be made at the city office in the forenoon if wanted in the afternoon of the same day, or in the afternoon if the inspection is wanted in the forenoon of the next regular working day. Sundays and holidays are not considered as working days.
(b) 
All electric work shall be inspected by the electrical inspector or under his direction; provided, however, that the fire marshal shall have the right to make such inspections as he may deem necessary to find any fire or safety hazards, and, upon finding any, he shall report the same to the electrical inspector, who shall take immediate measures to have the defect or imperfection remedied.
(c) 
Upon inspection of the wiring for any building, the electrical inspector shall leave a tag or notice attached to or near some part of the wiring stating whether the wiring is approved or is to be kept open for future inspection. No person shall lathe, ceil or in any manner conceal any wiring until it has been approved by the electrical inspector. The electrical contractor shall be notified of defects and must correct defects within twenty-four (24) hours.

When the electrical inspector finds, after completion of the final inspection provided for in section 3.03.158, that the materials, design and construction comply with this division and all other city ordinances relative to electrical work, he shall issue to the electrician a final inspection certificate approving the work. No person shall turn electric power on or into any lines or apparatus, until the electrical inspector has issued such approval certificate, except as provided in section 3.03.118.

When, for good and sufficient cause, it is necessary to have electricity turned on in any installation before the final certificate provided for in this division can be issued, the electrical inspector may, if all parts to which current is to be applied are in safe and satisfactory condition, authorize a temporary permit to be issued for period of thirty (30) days, provided the applicant for the temporary service pays to the city, at time of making application, a fee of seventy-five cents ($0.75).

All extensions to or of electric wiring or equipment shall be done under a permit issued under this division and shall be inspected by the electrical inspector, subject to the full requirements of this division. All wiring or equipment to be installed in any building or on any premises for future use must have the permit, inspection and approval provided for in this division.
