The electrical inspector shall have and possess, for the purpose of this chapter and all other ordinances directly related to electrical work, full police power. In addition to the powers and duties elsewhere in this article enumerated, the electrical inspector shall have the following powers and duties:

He or his assistant inspectors shall inspect personally and pass on all electric wiring, electrical apparatus and electrical appliances now in use or being constructed or placed in service or which may hereafter be installed, constructed, or placed in service in the city and outside the city, where connected with the electric distribution system of the city, and issue a certificate of approval thereof, if he approves the same, or, if he does not approve the same, he shall direct, by written order to the owner or agent in charge of the premises, to stop the installation, construction or use of the imperfect electrical work or parts, until it shall have been made right by repairs, alterations or replacement as conditions may show as being necessary.
(2)
He shall have the right to enter any house or premises in the city and outside the city, where such house or premises is served by or connected to the electric distribution system of the city, at any time between the hours of 9:00 a.m. and 4:30 p.m., and when request or complaint is made, to examine and inspect any electrical wiring, apparatus or appliances, or connections therewith.
(3)
He shall investigate all alleged violations of this article reported to him, and file complaints against all persons whom he may know to be guilty of such violations.
(4)
He shall be in charge of, oversee, inspect and supervise all electric wiring, installations, operation and maintenance, and all electric apparatus and appliances, whether now in existence or hereafter to be installed or placed in service in premises served by the electric distribution system of the city.
(5)
He shall reinspect each electrical installation now in service, or which may hereafter be placed in service, in premises served by the electric distribution system of the city at least once during each calendar year.
(6)
He shall keep a complete legible record of all official work performed as required by this division, and shall annually make a detailed report thereof to the city council. The record shall be so arranged as to provide full information concerning conditions existing at the time of each and every inspection made.
(7)
He shall perform such other duties as may be directed by the city manager.
