There is hereby created the city police reserve force, which
shall operate under the guidance and supervision of the chief of police
of the city.

There is hereby created the position of police reserve officer,
and authority is given to the chief of police to fill positions for
police reserve officers, each to be appointed at the discretion of
the chief of police, with the approval of the city council.

While on duty or when called upon to perform duties by the chief
of police, each police reserve officer appointed pursuant hereto shall
have all the powers, rights, and authorities vested in city police
officers.

Upon appointment, each police reserve officer shall serve until
the date of his/her resignation or dismissal.

Should a police reserve officer desire to resign his/her appointment,
he/she shall do so by written notice to the chief of police at least
two (2) weeks in advance of his/her effective date of resignation.

In the event the chief of police determines that it would be
in the best interests of the police department, he/she may dismiss
any police reserve officer on written notice.

No police reserve officer may be appointed by the chief of police
nor approved by the city council unless the reserve officer to be
appointed has such current qualification certificate or license as
may be required by or pursuant to section 211.70 of rules of the state
commission on law enforcement officer standards and education (TCLEOSE
rules) in effect at the time of such reserve officer’s appointment.

Each police reserve officer shall be subject to and governed
by the rules and regulations of the department of police of the city
and all rules and regulations established by the state commission
on law enforcement officer standards and education.

Each police reserve officer shall be required to provide his/her
own weapon(s) and leather gear. Uniforms or clothing will be as prescribed
by regulation for regular city police officers.

Each reserve police officer may act only in a capacity supplementary
to the regular police force. No reserve police officer may assume
the full-time duties of a regular police officer of the city without
complying with the requirements of the state commission on law enforcement
officer standards and education, the charter of the city and any other
applicable rule or regulation.
