Building official.The individual authorized to issue any and all building or construction permits and to perform inspections of same for the town.
Contractor.Any licensed persons performing building, electrical, plumbing, heat/air and extermination services; those persons performing general construction activities such as painting, roofing, masonry and gate or fence work.
Debris.Any construction materials such as aluminum, metal or wood, building products, fencing, galvanized posts, wrought iron, nails, screws, roofing nails, tacks or brads.
Director of public works.The individual authorized to oversee the provision of water and wastewater services and monitor and oversee utility operations in the town.
Drainage culvert.The inlet adjacent to the street which serves as the collector for runoff.
Landscape professionals.Those persons engaged in the mowing, trimming or planting of various vegetation such as trees, bushes, lawns, shrubs, flowers and plants or any other material used in landscaping or installation of irrigation systems.
Load.A load of loose material.
Loose material.Material that can be blown or spilled from a vehicle because of movement or exposure to air, wind currents or other weather. The term includes dirt, gravel, sand, refuse or wood chips; landscaping materials such as fertilizer, grass, mulch, soil, trees, bushes or shrubs, limbs or brush; liquid in any form especially those that seep, leak or drop from commercial vehicles including wet cement, asphalt, tar, fuel, oil, solvent or hydraulic fluid; or any other material that could impair the streets, rights-of-way or drainage culverts.
Person.A natural person (an individual), corporation, company, association, partnership, firm, limited liability company, joint venture, joint stock company or association and other such legal entity.
Public rights-of-way.The area on, below or above a public roadway, street, public sidewalk, alley, waterway or utility easement in the town. The term does not include town property.
Refuse.Trash, rubbish, garbage, litter such as newspaper, magazines, paper, circulars, flyers, advertisements or any other discarded material.
Town.The territorial, corporate and geographic limits of the Town of Westover Hills, Texas.
