This article shall be known and may be cited as the "PEPPM Cooperative Purchasing Authorization."

The background of this article and the legislative intention of the Board in enacting it are as follows:
A.
The Township of Lower Allen is a municipality of the Commonwealth of Pennsylvania.
B.
The PEPPM Cooperative Purchasing is a consortium of school districts and other public agencies.
C.
The Act of December 19, 1996, P.L. 1158, No. 177, referred to as the "Intergovernmental Cooperation Law," 53 Pa.C.S.A. § 2301 et seq., provides that two or more municipalities may jointly cooperate in the exercise or in the performance of their respective governmental functions, powers, or responsibilities.

The Board finds that it is in the best interest of its citizens to arrange for a joint contract with other municipalities for the purchase of goods and services, including electronics and telephonic services.
Lower Allen Township ("Township") hereby approves submitting a Letter of Agency to be eligible to use the PEPPM contract for eligible purchases, with the understanding that by submitting the Letter of Agency, the Township is not obligating itself to purchase from the PEPPM contract.
Lower Allen Township shall participate in the PEPPM Cooperative Purchasing purchasing contracts for goods and services, including electronics and telephonic services, for an initial term of one year to end June 30, 2023. Participation shall thereafter renew automatically for one-year periods unless the Township chooses to withdraw without penalty.
