(a) 
The livestock district is bounded by Chester Avenue on the west side and the district shall also include blocks seven (7), eight (8), thirteen (13), and fourteen (14) of the Horsbrough Addition; a parcel of land south of blocks seventeen (17) and eighteen (18) O.T. bounded on the west by Goddard Avenue, to include blocks fifteen (15) and sixteen (16) of O.T.; all of the Elo Subdivision; all of the Considine Subdivision; blocks nine (9) and twelve (12) of the Bender Addition and a tract of land, Pt. S. 53 TTRY north of Academy Addition eighty acres in size; blocks five (5) and six (6) or Academy Addition and all land south of U.S. Highway 60. Livestock shall not be kept, maintained or harbored within eighty (80) feet of any occupied residence, or occupied building within the city limits of Panhandle.
(b) 
It shall be lawful to keep cattle for grazing purposes only in the area west of Pecan Avenue, excluding Roselawn Addition, Country Club and Garrettson’s Unit No. II Subdivisions, as well as any area in this district which may be subdivided.
(c) 
An exception to this section shall be the Carson County Exhibition Livestock Show Barn for the purpose of exhibition stock shows only. Provided that this exception shall not include any long term or short term housing, feeding, or raising of livestock of any species other than for exhibition stock shows only.

It shall be lawful to keep within the livestock district:
(1) 
Registered livestock, as defined in Section 2.705 herein, with at least three thousand (3,000) square feet of land per small animal (sheep or goat) over six (6) months of age, and at least six thousand (6,000) square feet of land per large animal (bovine or horse) over six (6) months of age.
(2) 
Registered fowl, poultry or caged birds which are defined in this section as including all species of chicken, peacocks and water fowl. This section does not pertain to household caged domestic birds such as finches, canaries, parakeets, etc.

The following animals are prohibited within the city limits and it shall be unlawful for any person to keep or harbor within the city limits of Panhandle:
(1) 
An unaltered male gender of equine over six (6) months of age;
(2) 
A male gender of bovine, over six (6) months of age;
(3) 
Any pig, hog, sow or swine of any kind;
(4) 
A male gender of any species of fowl or poultry;
(5) 
Any game birds of any species;
(6) 
Any species of turkeys;
(7) 
Any species of pigeons; or
(8) 
More than five (5) caged laying hens.

(a) 
All livestock kept within the city limits of Panhandle will be kept restrained to their property by a pen which meets the following qualifications:
(1) 
The pen must have a minimum of four wire, four feet high fence with fence posts no further apart that one rod or 16 ½ feet. All gates must be securely locked and of sufficient strength to hold the animals kept within the structure.
(2) 
The pen must have adequate shelter for animals to enter into and get away from the elements.
(3) 
The pen must be kept clean of all unwholesome matter, i.e., feces, and other forms of discharge.
(4) 
The pen must be kept sanitized on a regular basis to keep down germs, bacteria, and flies.
(5) 
The pen must be kept in good working repair at all times; and the area surrounding the pen must be kept and maintained to not become a nuisance to the community of Panhandle.
(b) 
Each species of bird, poultry, water fowl and rabbits will be restrained by fence, or cage of sufficient size and strength to maintain such, with adequate shelter from the elements of weather and predators.
(1) 
All pens shall be kept clean of feces, discharge, and any other unwholesome matter, as to eliminate germs, bacteria, and flies.
(2) 
All feces, discharge, or unwholesome matter will be removed immediately from the premises by placing in plastic bags and disposing at the city landfill.
(3) 
All dead animals will be removed immediately and the owner is to contact Panhandle Animal Control for proper disposal.
(4) 
No dead animals shall be placed in city trash dumpsters.
(5) 
All pens are to be kept in good working repair at all times; and the area surrounding pens are to be maintained so as not to become a nuisance to the community of Panhandle.

(a) 
All livestock kept in the city limits of Panhandle are required to be registered with the City of Panhandle through the livestock control committee.
(1) 
Registration is to include:
(A) 
Name of owner;
(B) 
Name of landowner;
(C) 
Notification telephone number and address;
(D) 
Description of livestock kept:
(i) 
Color of animal;
(ii) 
Breed of animal;
(iii) 
Identification markings (tattoos, brands, ear tags);
(iv) 
Sex of breed (altered/unaltered);
(v) 
Location of livestock kept.
(E) 
Permit fee of twenty dollars ($20.00) per facility per year to be renewed each January [six (6) month minimum].
(F) 
Must meet all livestock requirements of this article and be inspected by the animal control officer prior to issuance of registration.
(2) 
Any person, firm or corporation violating any portion of this section shall be deemed guilty of a misdemeanor and shall be fined in accordance with the general penalty provision in Section 1.109 of this code per animal. Each day constitutes a separate violation.
(3) 
Two (2) or more violations of this section may result in revocation of registration for livestock.
(b) 
All fowl, poultry, peacocks, and water fowl kept in the City of Panhandle are required to be registered with the City of Panhandle as approved by the livestock control committee.
(1) 
Registration is to include:
(A) 
Name of owner;
(B) 
Name of landowner;
(C) 
Notification telephone number and address;
(D) 
Description of birds and rabbits kept;
(E) 
Permit fee of one dollar ($1.00) per head, but not more than five (5) birds kept and five (5) caged rabbits kept;
(F) 
Compliance with the requirements of this article and subject to inspection by animal control officer or its agent.
(2) 
Any person, firm or corporation violating any portion of this section shall be deemed guilty of a misdemeanor and shall be fined in accordance with the general penalty provision in Section 1.109 of this code per animal. Each day constitutes a separate violation.
(3) 
Two (2) or more violations may result in revocation of permit.

It will be unlawful for any person to ride a horse or mule on any public sidewalk, on any cemetery, church property, school grounds, park, or any property without the consent of the owner or the person in charge of the property. Horses and mules are not allowed on any brick street (Main St.) but may be ridden on all the other streets close to the curb or where a curb might be, and not in the middle of the street. The exception to this will be a parade. A violation of this provision will be punishable by fine as stated in section 1.109.

An owner or any person having custody of any animals will not allow the animal(s) to defecate on any public or private property including public streets, alleys, parks or other grounds within the city. Defecation on any property must be removed immediately, other than the premises of the owner or person having custody of the animal. A violation of this provision will be punishable by fine as stated in section 1.109.
