(a) 
Traffic access to the site from town streets must ensure the safety of vehicles and pedestrians.
(b) 
The planning commission must give its approval of the design for a proposed access/egress point onto the public way, which point shall provide an adequate sight distance, grade, width and curb.
(c) 
In all cases, the number of points of access to a given street shall be held to a minimum, preferably one, in order to reduce traffic hazards from turning movements and installations of traffic-control devices.
(d) 
The planning commission may require improvement of existing access/egress point(s) to provide safe flow onto abutting streets should increased traffic be generated by the development.
(e) 
Any approval or requirements above shall in no way be in lieu of or superior to any approval or permit which may be granted by the state department of transportation in any case where that body has preemptive jurisdiction.
(f) 
Off-site requirements may be required, such as pavement width, deceleration lanes, curbing or signal devices.
(g) 
Traffic circulation, pedestrian access, parking and loading facilities, and access for emergency vehicles shall be designed and provided to ensure safety on the site.
(h) 
Provision shall be made to assure that the proposal is consistent with the need to minimize flood damage, and that all public utilities and facilities, such as sewage, electrical and water systems, are constructed and that adequate drainage is provided so as to reduce exposure to flood hazards. Design provisions shall also be made to minimize or eliminate infiltration of floodwaters into new or replacement water supply systems and/or sanitary sewage systems and discharges from these systems into floodwaters. On-site waste disposal systems shall be located so as to avoid impairment to them or contamination from them during flooding.
(i) 
The number of required parking spaces shall conform with the off-street parking requirements set forth in section 14.02.015 of this Code of Ordinances. Parking areas and drives shall be paved if public use is intended; however, the planning commission, at its discretion, may waive or modify paving to reduce runoff.
(j) 
Access to public streets shall meet the requirements of the state department of transportation and/or the town, as adopted and amended, and shall conform to whichever standards are higher.

(a) 
Landscaping and screening must be provided with proper regard to adjacent properties and the public highway and within the site, including interior landscaping of parking areas.
(b) 
Buffer strips of at least 35 feet minimum width must be provided where a proposed nonresidential development abuts other nonresidential properties, and 75 feet minimum width where a proposed nonresidential development abuts residential properties. Where appropriate, existing growth must be incorporated into the buffer strips or landscaping design. Buffer strips must contain vegetation which will screen the view from adjacent residential property during all seasons.
(c) 
A landscaping plan must be submitted and approved according to the requirements set forth in article 14.02 of this Code of Ordinances.
(d) 
All commercial areas shall be separated from residential areas by the erection of a site [sight] barrier fence, the construction of materials and height to be determined by the town.

(a) 
An adequate surface stormwater drainage system must be provided. Storm drainage shall be carried to existing watercourses, or connect to existing storm drains. Stormwater runoff shall be restricted to existing drainageways. No new drainageways shall be created unless necessary easements are obtained by the applicant. No increase in surface runoff shall be permitted if such increased runoff passes beyond the property lines unless it is to be within an existing approved public storm drainage system.
(b) 
Storm sewers and drainage facilities shall follow regulations as outlined in article 10.02 of this Code of Ordinances.

(a) 
All outdoor storage areas and trash receptacles must be located or screened to prevent visibility from within the parking areas and neighboring properties. All trash receptacles shall be screened to a minimum of six feet in height and 30 feet in length.
(b) 
The manner of waste disposal must be specified and include areas for safe disposal. Litter and/or garbage collection and holding areas must be secured.
(c) 
The use of either fencing or hedges is permitted for the foregoing purposes.

Sidewalks must be provided for pedestrian traffic to permit passageways between the main entrances of business, housing or industrial establishments and parking areas. All such sidewalks must follow the regulations outlined in article 10.02 of this Code of Ordinances. The design must include means for access by handicapped persons.

(a) 
Outdoor lighting must not directly shine on abutting properties or on public highways or streets.
(b) 
Indirect lighting should be used on signs advertising goods or services offered on the premises. Moving, fluttering, blinking or flashing lights or signs shall not be permitted.
(c) 
Outdoor lighting must be restricted to that which is necessary for advertising, safety, and security of the site.
(d) 
Fixtures and locations must be approved by the building inspector.

Drives and parking areas must be constructed to the following specifications:
(1) 
Loam and/or yielding material must be removed to a depth of no less than 12 inches below finished grade.
(2) 
Construction must consist of a six-inch lime-stabilized subgrade with six-inch 3000 psi concrete.
(3) 
The minimum grade for parking areas shall be 1%; the maximum grade shall be 5%.
(4) 
If approved by the board, permeable pavement may be used which might minimize dust, erosion, and runoff conditions that could have a detrimental effect on abutting or neighboring properties.
(5) 
Driveways and parking areas shall be located in such a fashion so as not to unduly harm the owners or occupants of neighboring parcels. Ordinarily, driveways and parking areas shall not be located in the required setbacks. The planning commission may approve the location of driveways and parking areas within the required setbacks if such location is necessary and reasonable given the intended use of the lot or parcel and the existing or intended uses of abutting lots or parcels.
(6) 
All off-street parking shall be provided at a ratio of not less than prescribed in section 14.02.015 of this Code of Ordinances.

(a) 
Construction of improvements shall also comply with the requirements of articles 3.01 through 3.11 of this Code of Ordinances.
(b) 
Unless otherwise specified on the site plan and approved by the planning commission and town council, roadway and ancillary improvements shall comply with the state department of transportation’ manual, Standard Specifications for Road and Bridge Construction.
(c) 
All construction must also follow those regulations as outlined in sections 14.02.006, 14.02.007, and 14.02.008 of this Code of Ordinances.

(a) 
For dumpsters:
(1) 
A concrete pad, 20 feet by 40 feet, or six-inch concrete, 3,000 psi with number 3 rebar, 24 inches on the center, shall be provided for each trash receptacle or dumpster unit.
(2) 
All trash receptacles shall be screened by a six-foot screening fence of redwood material or masonry and/or trees or shrubs.
(3) 
All trash receptacles oriented perpendicular to the principal means of access to the receptacle shall be located in such a manner as to provide a minimum turning radius of 40 feet for the collection vehicle.
(4) 
Any trash receptacle not perpendicular to the principal means of access to the receptacle shall be oriented at a 30-degree angle from the fire lane, alley, or other means of access.
(5) 
Alternative design standards must be approved by the director of public works.
(b) 
For compactors:
(1) 
A six-inch concrete pad, 3,000 psi, with number 3 rebar, 24 inches OCEW, shall be provided with each compactor.
(2) 
A screening wall or fence shall be provided, which shall be six feet minimum height and 30 feet in length.
(3) 
The compactor guide bar shall be a maximum of six feet in length.
