(a) 
The city secretary shall maintain and keep the corporate seal, shall attend meetings of the city council when requested or when the city administrator is unable to attend, shall be responsible personally or through a designee for keeping accurate minutes of the proceedings, shall maintain a book of all ordinances adopted by the city council and shall keep the Code of Ordinances up-to-date at all times. The city secretary shall engross and enroll all laws, shall attest to any instrument requiring the seal of the city or recordation, shall maintain all books, records, papers, documents, and files of the city council and the city administrator, and shall issue licenses and keep a register thereof.
(b) 
The city secretary shall act as general accountant of the city and shall keep, in regular account books, all receipts and disbursements for the city, and separately, under proper heads, each cause for receipt and disbursement, and also accounts with each person, including officers who have money transactions with the city, making the proper entries to the appropriate account and listing the particular transaction to which each entry applies.
(c) 
The city secretary shall keep a register listing all bonds and like instruments issued by the city and all information pertinent to the issuance of such instruments. He or she shall maintain a file of all contracts to which the city is a party.
(d) 
The city secretary shall have such other duties as the city council or city administrator shall assign.

With the approval of the city council, the city secretary may appoint one (1) or more deputy city secretaries to assist him or her in the performance of his or her several duties.

The city secretary shall act as tax collector, and in this capacity must be bonded in the sum of five thousand dollars ($5,000.00) with a corporate surety authorized to do business in the state, and conditioned on his or her faithful and honest performance while acting as tax collector.

The city secretary shall serve as the principal assistant to the city administrator, and during the absence of the city administrator shall act in his or her stead.
