(a) 
If water service is suspended or terminated in accordance with the provisions of section 12.02.010, water service may be reestablished by the city upon payment of the following:
(1) 
Twenty-five dollar ($25.00) reconnect fee during regular business hours;
(2) 
Twenty dollar ($20.00) reconnect fee in the field;
(3) 
Fifty dollar ($50.00) reconnect fee after regular business hours or during the weekend.
(b) 
Meter re-reads shall be twenty dollars ($20.00); provided, however, that should the meter re-read establish that the original meter read was incorrect the fee shall be waived as a courtesy to the user.

(a) 
Water surcharges during Stage 6.
(1) 
Residential customers.
Residential water customers shall pay the following surcharges:
(A) 
$20.00 for the first 1,000 gallons over allocation.
(B) 
$30.00 for the second 1,000 gallons over allocation.
(C) 
$40.00 for the third 1,000 gallons over allocation.
(D) 
$50.00 for each additional 1,000 gallons over allocation.
Surcharges shall be cumulative.
(2) 
Commercial customers.
Nonresidential commercial customers shall pay the following surcharges:
(A) 
Customers whose allocation is 5,000 gallons through 20,000 gallons per month:
(i) 
$20.00 per thousand gallons for the first 1,000 gallons over allocation.
(ii) 
$30.00 per thousand gallons for the second 1,000 gallons over allocation.
(iii) 
$40.00 per thousand gallons for the third 1,000 gallons over allocation.
(iv) 
$560.00 [sic] per thousand gallons for each additional 1,000 gallons over allocation.
(B) 
Customers whose allocation is 20,000 gallons per month or more:
(i) 
1.25 times the block rate for each 1,000 gallons in excess of the allocation up through 5 percent above allocation.
(ii) 
1.50 times the block rate for each 1,000 gallons from 5 percent through 10 percent above allocation.
(iii) 
1.75 times the block rate for each 1,000 gallons from 10 percent through 15 percent above allocation.
(iv) 
2.00 times the block rate for each 1,000 gallons more than 15 percent above allocation.
The surcharges shall be cumulative. As used herein, “block rate” means the charge to the customer per 1,000 gallons at the regular water rate schedule at the level of the customer’s allocation.
(b) 
Reconnection of service.
Services discontinued because of violations of the plan shall be restored only upon payment of a reconnection charge of $150.00.

(a) 
Single-family residential unit services.
The service charge for the services provided to single-family residential units:
(1) 
$12.75 per month for each single-family residential unit provided with one roll-out, plus
(2) 
$6.38 per month for each additional roll-out provided to such single-family residential unit. These rates apply to all single-family residential units that are located within the city's corporate limits and billed by the city for water services or billed by the city to the customer with an address within the city.
(b) 
Commercial, industrial and multifamily residential unit services.
(1) 
The service charge for the services provided to commercial, industrial and multifamily residential units per month for each container utilized the following rates:

(2) 
For any collection in excess of the above weekly figures, the charge shall be the following additional rates per month per container:

(3) 
The foregoing rates apply to all commercial, industrial, and multifamily residential units that are located within the city's corporate limits and billed by the city for water services or billed by the city to the customer with an address within the city.
(c) 
Roll-off services.
The service charge for each roll-off utilized are the following fees:

The service provider with a franchise agreement with the city will negotiate agreements with each commercial, industrial or residential units on an individual basis regarding the roll-off services to be provided. The roll-off services will be billed directly to such commercial, industrial or residential unit and will be collected by the city. The roll-offs provided must be located within the city in accordance with city ordinances and policies.
(d) 
Additional fees.
(1) 
A replacement fee of $65.00 per roll-out, plus a delivery fee equal to $25.00 for each roll-out that needs to be replaced that is lost, stolen or damaged beyond repair shall be charged and billed by the city.
(2) 
A delivery fee of $25.00 per roll-out and $40.00 per container (nonroll-out) shall be charged and billed by the city for each container that is collected due to suspension of services for nonpayment and that is redelivered to the applicable residential, commercial or industrial unit; provided and the delivery fee shall only be charged and billed upon redelivery.
(3) 
A deposit shall be required by the city administrator to commence service for commercial, industrial and multifamily residential units.
(4) 
Sales taxes, where applicable, will be charged to the customer in addition to the above rates and adjustments.
(5) 
Franchise fee: All the above rates include a franchise fee in the amount provided in the city fee schedule (the franchise fee). The service provider will pay the city a franchise fee in the amount provided in the city fee schedule for the services to be rendered in the city limits.
(6) 
If service is rendered during any portion of any month, the customer will be required to pay a pro-rated fee for service.
(7) 
A late fee of $15.00 shall be charged for nonpayment of a customer's solid waste bill. A deposit may be required by the city administrator to restart service for nonpayment of the monthly bill.
(e) 
Rate adjustment.
(1) 
CPI-U adjustment.
Beginning on August 1, 2022, and on each August 1st, thereafter, during the term of a franchise agreement between the city and a service provider, rates may be increased in accordance with the Consumer Price Index-US, (CPI-U), commencing on October 1st of the year adjusted for the CPI-U.
(2) 
Fuel adjustment.
Beginning on August 1, 2022, an operating cost adjustment for increases in fuel cost, may be increased if approved by the city council, commencing on October 1st of the year adjusted for the increase in fuel cost.
(f) 
All solid waste bills are due and payable on or before the expiration of ten (10) days from the date the bill is mailed to the customer. Any customer who fails or refuses to pay the monthly charges established by the city council within the expiration of fifteen (15) days from said due date shall no longer receive solid waste services or additional waste services until all related charges are paid in full.
