As used in this article, the following words and phrases shall have meanings respectively ascribed to them:
Kitchen Garbage.
Shall mean and include all dry kitchen refuse and meat, vegetable and fruit refuse.
Premises.
Shall mean any business house, business establishment, private residences, vacant lots, and all other places of business or places in the city where garbage, trash or rubbish accumulates.
Rubbish.
Shall mean and include all tin cans, bottles, glass, scraps of iron, tin, wire or other metals, and any other articles to which the term “rubbish” is usually applied.
Trash.
Shall mean and include paper of all kinds, rags, old clothing, paper containers, pieces of wood, tree limbs, hedge cuttings, boxes, barrels, crates, feathers, and any other articles to which the term “trash” is usually applied.

The emptying or disposing of any garbage, trash, refuse or rubbish, or the accumulation of such matters in any place within the city is hereby prohibited, and no one except the duly authorized agents and employees of the city or a private refuse collector licensed by the city, in accordance with Section 13.3005, shall collect garbage and refuse or empty containers containing garbage or refuse substances, or convey or transport garbage or refuse substance over the streets, alleys, and public thoroughfares of said city except as otherwise expressly provided in this article.

Every person owning, leasing, managing, operating, using or occupying any building, apartment, house, structure, grounds, or premises within the city shall keep such building, apartment, house, structure, grounds or premises clean, free and clear of all garbage, kitchen garbage, trash, rubbish; manure from lots, stables and poultry yards; all wastes, oils and greases of garages and filling stations; and all other articles and accumulations that may cause such premises to become unsanitary and unsightly.

(a) 
The city shall provide containers (dumpsters) in the residential and commercial districts for the deposit of garbage, refuse, rubbish or trash. These containers shall be fitted with a tight fitting lid, or cover, which cover shall remain closed on the container at all times, except when garbage, refuse, rubbish or trash is being deposited or collected. It shall be unlawful to place items in a dumpster that are so large the lid will not close or to overload a dumpster so the lid will not close.
(b) 
All garbage, refuse, rubbish or trash, including cardboard boxes, shall be deposited in the containers except as herein provided. All cardboard boxes shall be broken down or flattened out before being deposited in a container. All kitchen garbage shall be bagged or containerized before being deposited in containers (dumpsters).
(c) 
It shall be unlawful for any person or persons to place into containers any roofing or building materials, dirt, rocks or heavy items, heavy metals, engine blocks or auto parts, dead animals, or burning or smoldering materials.
(d) 
It shall be unlawful for any person to park any vehicle or object whatsoever in a manner such that it interferes with the movement of the garbage truck or emptying of a detachable container. Upon notification, the city shall remove or cause the removal of such vehicle or object at the owner’s expense. Proof of ownership shall be prima facie evidence that such owner parked such vehicle so as to violate this subsection.

The city will make or cause to be made regular collections from the containers for the removal of trash and rubbish from all premises in the business district of the city, as scheduled from time to time. In residential districts, garbage containers (dumpsters) shall be emptied by the city once each week. One (1) dumpster shall be provided by the city for every four residences. The days of such collection shall be announced by the proper officials of the city.

Trash or rubbish permitted herein to be deposited in containers (dumpsters) provided by the city shall not exceed four (4) feet in length.

It shall be the responsibility of the owner, operator, or occupant of any premises, store, factory, or business for the disposal of all trees, automobile bodies, abandoned automobiles, tires, industrial waste, household appliances, etc. Arrangements for this special service may be made with the city if personnel and equipment are available for such service. Charges for such special service shall be on a cost basis as determined by the city.

It shall be the responsibility of the owner or occupant of any premises to properly dispose of any dirt, grass, trash, etc. resulting from yard work or lot leveling contracted for or performed by the owner or occupant. Such disposal shall be made at the city landfill site. Grass clippings can be placed in dumpsters only if bagged.

It shall be the responsibility of the general contractor on a construction job to remove and properly dispose of all scrap lumber and trash resulting from construction inside the city limits. Such scrap lumber and trash shall be disposed of at the city sanitary landfill site, or some other site consistent with provisions of this article and all ordinances of the city. If there is no general contractor, then the owner of the property is responsible for the removal and proper disposition of such scrap lumber, trash, etc., according to provisions of this article.

It shall be unlawful for any person within the city to burn or permit the burning of kitchen garbage, trash and rubbish on any premises in any manner whatsoever.

It shall be unlawful for any person to place or dispose of any kitchen garbage, trash or rubbish in or upon any street, alley or sidewalk within the city. Every owner or operator of any premise shall keep the alleys, streets and sidewalks abutting such premises free and clear of all such garbage, trash and rubbish.

It shall be unlawful for any person to meddle or tamper with any garbage container or receptacle, or any trash or rubbish receptacle, or with any garbage, trash or rubbish, or to in any manner pilfer such receptacles or such garbage, trash or rubbish, or to scatter the contents thereof in any street, alley, sidewalk or premises in the city; or to place refuse in a dumpster when not authorized to do so by the payment of a fee to the city for use of the dumpster, or permitted to do so by the authorized user of the dumpster.

It shall be unlawful for any person to throw, drop, cast or deposit upon any street, alley, sidewalk, or any yard or premises, public or private, any filth of any kind, or cans, paper, trash, paper containers, rubbish, bottles or any other form of litter or waste matter.
