It is hereby declared to be the purpose and intent of the City Council in enacting this ordinance that the zoning regulations and districts as herein established have been made in accordance with a comprehensive plan for the purpose of promoting the health, safety, morals, and general welfare of the City. They have been designed to lessen the congestion in the streets; to secure safety from fire, panic and other dangers; to provide adequate light and air; to prevent the overcrowding of land; to avoid undue concentration of population; to facilitate the adequate provision of transportation, water, sewerage, schools, parks, and other public requirements. They have been made with a view to conserving the value of buildings and encouraging the most appropriate use of land throughout the City consistent with a Comprehensive Plan.

The zoning districts defined herein are shown on the Zoning District Map of the City of Reno, which Map is part of this ordinance. (see Appendix 1)
(a) 
Zone Boundaries -
Where uncertainty exists with respect to the boundaries of the various districts as shown on the Zoning District Map accompanying, and made a part of this ordinance, the following rule applies:
(1) 
The district boundaries are either streets or alleys unless otherwise shown. Boundaries indicated as following streets or alleys shall be construed to follow the center line of said street or alley; boundaries shall be construed as following platted lot lines or city limit boundaries shall be construed as following the actual platted lot line or city limit.

In order to carry out the provisions of this ordinance, there are hereby established the following classifications of zoning districts:
(a) 
R-1: Residential District -
A district allowing single-family residential dwellings on a minimum lot size of 12,000 square feet (S.F.), accessory uses and other uses necessary to ensure the healthy and orderly development of the district.
(b) 
R-2: Residential District -
A district allowing single-family residential dwellings on a minimum lot size of 8,400 S.F., accessory uses, and other uses necessary to ensure the healthy and orderly development of the district.
(c) 
R-3: Residential District -
A district allowing single-family residential dwellings on a minimum lot size of 8,400 S.F., duplexes, professional uses, accessory uses, and other uses necessary to ensure the healthy and orderly development of the district.
(d) 
MF-1: Multifamily District -
A district allowing apartments, not to exceed 27 units per gross acre, and duplexes on a minimum lot size of 8,400 S.F., accessory uses, and necessary public uses.
(e) 
B-1: Business District -
A district allowing commercial development and limited industrial uses necessary to ensure the healthy and orderly development of the district.
(f) 
I-1: Industrial District -
A district allowing industrial uses, along with limited commercial uses necessary to the orderly development of the district.
(g) 
A-1: Agricultural District -
A district for agricultural uses, which may include limited residential and commercial uses necessary for the orderly maintenance of the district.
(h) 
PD-1: Planned Development District -
Any permitted use when approved as part of an overall project plan, subject to the other requirements set forth herein.
(i) 
PL-1: Public Lands District -
A district for public-owned lands and facilities, such as parks, fire stations and other governmental buildings, public schools, and similar facilities.
A recommendation of the proper zoning classification for types of land use which are not identified in this ordinance shall be made by the Planning and Zoning Commission, after consideration of the compatibility of the proposed use with the uses permitted in other districts. The recommendation of the Planning and Zoning Commission shall be referred to the City Council for final approval.
