This part sets forth the following uniform requirements for
users of the sewer system and enables the Township to regulate the
use of the sewer system and to comply with the requirements of the
Clean Water Act and other applicable state and federal laws and regulations:
A. Requirements regulating the introduction of wastewater into the sewer
system by all users.
B. Establishing an industrial pretreatment program to monitor and control
the discharge of industrial wastes.
The objectives of this part are:
A. To prevent the introduction of pollutants into the sewer system that
will cause interference, increase the difficulty or costs of operation
of the collection system or the sewage treatment plant, or reduce
the efficiency or effectiveness of the collection system or sewage
treatment plant;
B. To prevent pass through of pollutants, inadequately treated, to the
environment;
C. To protect workers and the general public from exposure to toxic
or other dangerous substances;
D. To protect the sewer system from damage;
E. To improve the opportunity to recycle or reclaim wastewater or sludge;
F. To provide for the equitable distribution of the cost of the operation,
administration and enforcement of the industrial pretreatment program;
and
G. To enable the Township and the Borough of Freeland Municipal Authority
to comply with all applicable State and Federal laws rules and regulations,
including NPDES permit conditions, sludge use and disposal requirements,
air quality standards, and water quality standards.
H. To comply with the requirements of agreements and amendments to agreements
between the Township and the Borough of Freeland Municipal Authority
in which the Township covenants to adopt and enforce an ordinance
establishing an industrial pretreatment program and designating the
Authority as an agent of the Township for the purposes of administering
the provisions of the ordinance.
