(a) 
All mechanical contractors shall pay a license registration fee as provided in appendix A per calendar year in order to be entitled to perform such mechanical contracting work within the city. All mechanical contractors shall hold a valid and current state license, a copy of which shall be presented to the city at the time of registration.
(b) 
No person shall perform mechanical work within the city as defined under the Uniform Mechanical Code without having first registered with the city and paid the appropriate fee as provided in appendix A.
