The standard specifications for waterworks and sewerage improvements in the city are the North Central Texas Council of Government Specifications which are adopted as the specifications by which all waterworks and sewerage improvements within the corporate limits of the city shall be made, except as provided for in section
86-318. A copy of such specifications are on file in the office of the public works director.

The standard specifications for waterworks and sewerage improvements
shall be expressly incorporated in all contracts for waterworks and
sewerage improvements within the corporate limits of the city by reference
and provisions shall be made for construction in accordance therewith.
If such specifications are not expressly incorporated by reference
in any such contract, then such specifications shall be deemed to
be included in such contract by operation of law, and the improvement
shall be made in accordance therewith.

The director of public works is authorized to alter, amend,
add to or waive all or any part of such specification with regard
to specific waterworks and sewerage improvements when, in the opinion
of the director of public works, such would be in keeping with sound
engineering practice and would enure to the interest and welfare of
the citizens of the city.

In an area where a subdivider's property is adjacent to existing
mains not meeting current city specifications to size, but substandard
mains are adjacent, the subdivider may be required to reconstruct
off-site mains to city specifications and construct mains to city
specifications within the subdivision.
