No person shall drive a vehicle on any street in the city limits at a speed greater than is reasonable and prudent under the conditions and having regard for the actual and potential hazards then existing. In every event, speed shall be so controlled as may be necessary to avoid colliding with [any person, vehicle or other conveyance on or entering the highway in compliance with] legal requirements, and it shall be the duty of all persons to use due care. No person shall operate or drive any vehicle within the city limits on any street at a speed greater than thirty (30) miles per hour, unless signs are erected designating another speed limit (see section 12.03.052), or in any alley at a speed greater than fifteen (15) miles per hour.

(a) 
Upon the basis of an engineering and traffic investigation heretofore made as authorized by the provisions of V.T.C.A., Transportation Code, section 545.356, the following prima facie limits hereinafter indicated for vehicles are hereby determined and declared to be reasonable and safe, and such speed limits are hereby fixed at the rate of speed indicated for vehicles traveling upon the named streets and highways, or parts thereof, described as follows:
(1) 
Middle Street.
(A) 
Middle Street from Fourth Street to Converse Street: 15 miles per hour.
(B) 
Middle Street from East Fourth to South Converse: 10 miles per hour.
(2) 
State Highway 95.
(A) 
On S.H. 95 (Penn Street) from a point at its intersection with U.S. 90 (Main Street) to a point nine hundred ninety-eight feet (998') north, a distance of approximately 0.189 of a mile: Thirty-five (35) miles per hour.
(B) 
On S.H. 95 (Penn Street) from a point nine hundred ninety-eight feet (998') north of its intersection with U.S. 90 (Main Street) to a point one thousand three hundred sixty feet (1,360') north, a distance of approximately 0.258 of a mile: Forty-five (45) miles per hour.
(C) 
On S.H. 95 (Penn Street) from a point at the north city limit to a point four hundred eighty feet (480') south, a distance of approximately 0.091 of a mile: Forty-five (45) miles per hour.
(D) 
On S.H. 95 (Faires Street) from a point at its intersection with U.S. 90 (Main Street) to a point one thousand fifty-one feet (1,051') south, a distance of approximately 0.199 of a mile: Thirty-five (35) miles per hour.
(E) 
On S.H. 95 (Faires Street) from a point one thousand fifty-one feet (1,051') south of its intersection with U.S. 90 (Main Street) to a point one thousand fifty-six feet (1,056') south, a distance of approximately 0.200 of a mile: Forty (40) miles per hour.
(F) 
On S.H. 95 (Faires Street) from a point at the south city limit to a point one thousand one hundred fourteen feet (1,114') north, a distance of approximately 0.211 of a mile: Forty-five (45) miles per hour.
(3) 
Twelfth Street.
Twelfth Street beginning at a point in the intersection of Twelfth Street and Converse Street to a point three hundred and fifty feet (350') east of the intersection of 12th Street and Converse Street: Fifteen (15) miles per hour.
(4) 
U.S. Highway 90.
(A) 
On U.S. 90 (Main Street) from a point six hundred thirty-three feet (633') west of its intersection with S.H. 95 (Penn Street) to a point eight hundred ten feet (810') east, a distance of approximately 0.273 of a mile: Thirty (30) miles per hour.
(B) 
On U.S. 90 (Main Street) from a point at the east city limit to a point two thousand three hundred thirteen feet (2,313') west, a distance of approximately 0.438 of a mile: Thirty-five (35) miles per hour.
(C) 
On U.S. 90 (Main Street) from a point at the west city limit to a point one thousand two hundred fifty-one feet (1,251') east, a distance of approximately 0.237 of a mile: Fifty (50) miles per hour.
(D) 
On U.S. 90 (Main Street) from a point one thousand two hundred fifty-one feet (1,251') east of the west city limit to a point one thousand fifty-six feet (1,056') east, a distance of approximately 0.200 of a mile: Forty (40) miles per hour.
(5) 
I.H. 10 Frontage Road.
(A) 
On I.H. 10 Frontage Road on south side of main lanes from a point at its intersection with S.H. No. 95 to a point 2,344 feet east, a distance of approximately .444 of a mile, 45 miles per hour.
(B) 
On I.H. 10 Frontage Road on north side of main lanes from a point at its intersection with S.H. No. 95 to a point 2,043 feet east, a distance of approximately .387 of a mile, 45 miles per hour.
(b) 
School zone.
There shall be a school zone, during the school year of the Flatonia Independent School District, or any successor thereto, during the hours of 7:30 a.m. to and 9:00 a.m. and during the hours of 1:00 p.m. to and including 4:00 p.m., Mondays through Fridays, defined as follows:
(1) 
East Fourth Street.
(A) 
East Fourth Street from South Market Street to South Converse Street: Twenty (20) miles per hour.
(B) 
East Fourth Street from South Converse Street to the east end of East Fourth Street: Fifteen (15) miles per hour.
(2) 
East Second Street.
(A) 
East Second Street from South Market Street to South Converse Street: Twenty (20) miles per hour.
(B) 
East Second Street from South Converse Street to South Middle Street: Fifteen (15) miles per hour.
(3) 
East Third Street.
East Third Street from South Market Street to South Converse Street: Twenty (20) miles per hour.
(4) 
East Fifth Street.
East Fifth Street from South Market Street to South Converse Street: Twenty (20) miles per hour.
(5) 
East Sixth Street.

South Middle Street.

Converse Street form East Fourth Street to South Main Street: Twenty (20) miles per hour.
(2) 
F.M. 609.
F.M. 609 (La Grange Street) from a point at its intersection with U.S. 90 (East North Main Street) to a point north at the north city limit, a distance of 0.533 of a mile: Forty (40) miles per hour.

The provisions of this division regulating speeds of vehicles shall not apply to authorized emergency vehicles responding to calls, nor to police patrols, nor to physicians and/or ambulances responding to emergency calls.
