It shall be a defense to prosecution under this article that the operating or broadcast of voice or music [was] through loudspeakers or amplifiers and that the same were operated at a public event on property owned by the city, municipal subdivisions, the Independent School District, and other authorized event sponsors and advance permission for such operations was obtained from the city by and through its authorized agents, those agents being either/or the mayor, mayor pro tempore, city administrator and city secretary.
