(a) 
Date to be abolished.
The office of city marshal be dispensed with, from and after the first Tuesday in April, 1947 and that such office be and it is hereby abolished.
(b) 
City marshal duties to be performed by police officers.
There shall be employed by the city council, one or more police officers, who shall perform all of the duties heretofore devolving upon the city marshal, which officer or officers shall be employed at the will and discretion of the city council, and said officer or officers shall receive such compensation as may be agreed upon at the time of such appointment.

Peace officers.
From and after the effective date of this section, the city council may employ any duly qualified peace officer or officers of the county to perform the duties of police of the city, with such compensation as may be provided in contract of employment.

There is hereby established a police reserve force for the city.

Members of the police reserve force shall be appointed and/or relieved at the discretion of the chief of police and shall serve as police officers during the acted discharge of official duties, subject to final approval of the city council.

The police reserve force shall not exceed four (4) in number.

Members of the police reserve force shall serve at the discretion of the chief of police and may be called into active service at any time the chief of police considers it necessary to have additional police officers to preserve peace and enforce the law or to supplement police patrol activities.

Members of the police reserve force will serve without compensation, except with approval from the city council in cases of emergency, each case shall be reviewed by the city council and approved and disapproved by them. The city council review shall be final. When reserve officers do receive compensation from the city council after approval the compensation shall be whatever the current minimum wage is as set by the state. Reserve officers shall be eligible for death benefits as set out in chapter 86, Acts of the 60th Legislature, Regular Session 1967, as amended (V.T.C.A., Government Code, ch. 615) provided, however, that nothing in this division shall be construed to authorize or permit a member of the police reserve force become eligible for participation in any pension fund created pursuant to state statute, to which regular officer may become a member by payroll deductions or otherwise.

Reserve police officers shall act only in a supplementary capacity to the regular police force and shall in no case assume the full-time duties of regular police officer, except in case of an emergency and then only under the direction of the police chief or the mayor in the event that there is no chief.

Reserve police officers must comply with the minimum training standards established by the state commission on law enforcement minimum standards established for all reserve law enforcement officers identical to the standards so established which must be fulfilled before a person appointed as a reserve law enforcement officer may carry a weapon or otherwise act as a peace officer. The chief of police shall establish qualifications and standards of training for members of the police reserve force and shall establish rules and regulations governing reserve police officers that shall be set forth in the policies and procedures manual as established and approved by the city council.

Members of the reserve force shall serve as police officers only while under the direct supervision of a certified officer, except in cases of emergency, and then when called on to do so by the chief of police or mayor.

Each reserve officer will obey the departmental policies set up by the police chief and approved by the city council.

Requirements for employment as a reserve officer will be the same as those set out in the policy and procedures manual as approved by the city council. The requirements will also meet any current requirements as set down by the state and the state commission on law enforcement.
