There is hereby created the office of secretary/treasurer of the town, which office shall be filled by appointment by the board of aldermen. The secretary/treasurer shall be appointed on the basis of merit with due regard to training, experience, administrative ability and general fitness for the office, by a majority vote of the town council with advice from the mayor.

The secretary/treasurer shall give bond in favor of the town in such amount as the board of aldermen may require, conditioned for the faithful discharge of his duties.

(a) 
The secretary/treasurer shall do and perform all of the duties as are required for conducting such office and as are required by law including:
(1) 
Oversees the day-to-day operation of the town;
(2) 
Responsible for enforcing the provisions of the town’s personnel policies and related rules and procedures;
(3) 
Responsible for hiring and firing, on behalf of the town, all other employees of the town except municipal officers (defined by chapter 22 of the Texas Local Government Code) and department heads. The secretary/treasurer shall make recommendations to the board of aldermen regarding the hiring and firing of municipal officers and department heads;
(4) 
Direct, assign, reassign and evaluate all of the employees of the town;
(5) 
Develops and assists departments with performance standards;
(6) 
Develop and establish internal regulations, rules, and procedures which the secretary/treasurer deems necessary for the efficient and effective operation of the town;
(7) 
Ensures all applicable federal, state and local laws, ordinances and regulations are effectively enforced; to include ensuring local ordinances and regulations are properly developed and implemented;
(8) 
Implements the policies adopted by the elected officials;
(9) 
Attends all town council meetings except when excused by the town council;
(10) 
Prepares council meeting agenda materials;
(11) 
Performs research for council, mayor, boards, and commissions as directed;
(12) 
Develops long-range plans, with guidance from elected and appointed officials;
(13) 
Oversees coordination of town departments;
(14) 
Prepares an annual budget with the assistance of mayor and council;
(15) 
Maintain the official records and files of the town;
(16) 
Keep and affix the seal of the corporation to documents as required by law or custom;
(17) 
Attest contracts, assessment certificates and other legal instruments, when executed by the authorized officers of the town;
(18) 
Serve as the election official for all town elections;
(19) 
Maintain town finances including accounts receivable, accounts payable, payroll, municipal court, customer service, and purchasing and render a full and correct statement of town accounts to the board of aldermen at such times as the board of aldermen may require; and
(20) 
Perform such other duties as may be required of him or her by this division, the town council, or state law.
(b) 
The secretary/treasurer shall receive such compensation as the board of aldermen may fix.
