There is hereby created the office of secretary/treasurer of the town, which office shall be filled by appointment by the board of aldermen. The secretary/treasurer shall be appointed on the basis of merit with due regard to training, experience, administrative ability and general fitness for the office, by a majority vote of the town council with advice from the mayor.
